SHC summons incharge of Karachi operation in missing persons’ case

The Sindh High Court (SHC) directed the incharge of Karachi operation on Thursday to appear in court and spell out the mechanism in which police and paramilitary forces were conducting the raids.

Headed by Justice Ahmed Ali M Shaikh, a division bench also instructed Additional Inspector General of Police Ghulam Qadir Thebo to bring with him the notification regarding delegation of powers to Rangers.

A two-judge bench gave these directions while hearing a petition filed by Mahpara Baloch seeking recovery of his brother, Nabeel Ahmed, allegedly arrested by law enforcement personnel. At the outset of hearing, a senior police official filed a comprehensive report on behalf of AIG regarding mechanism for dealing with missing persons cases. The court took on record the report.

In the report, the AIG submitted that he had directed all the DIGPs and the CIA branch to establish the cells with immediate effect and depute an SP-level officer to collect the data about the missing persons’ cases within their jurisdictions on daily basis. The same data would be forwarded to the crime branch, CID, SIU and AVCC for the probe into the cases. Then, reports will be submitted to SHC’s MIT-II on daily basis.

He said the missing persons cases were dealt with an extra care and all possible efforts were made to trace out the whereabouts of all such alleged missing persons and produce them in the courts. In compliance of the court orders, he said DIGPs of South, East and West had nominated the focal persons in the missing persons’ case. He said the CIA Karachi had also established the missing persons’ cell to implement the directives of the SHC.

The court directed SSP Investigations-I South Naveed Khawaja to conduct thorough investigation into the case of Nabeel Ahmed, who was missing since August 30 and submit a report. The petitioner, Mahpara Baloch, submitted that Nabeel, son of Kachkol Baloch, former provincial minister of Balochistan, was picked up by law enforcement personnel on August 30. Since then his whereabouts have been unknown to his family, he added.
