Sir, knowing of your support for Kalabagh dam I am taking the liberty of writing to you. Pakistan cannot survive without Kalabagh dam and the struggle for Kalabagh dam cannot survive without you. The abysmal state of what you have been asked to govern must disgust you and make you want to put a distance between it and yourself. But sir, what you see around you was sowed many years ago by someone and it is being reaped today by someone else.
Some 20 years ago, for purely ulterior motives, the country was put on the thermal path to the total exclusion of the hydel potential. The energy mix was put on its head. From 70:30 hydel to thermal, it became 70:30 thermal to hydel. Oil at $10 per barrel one day had to become $100 per barrel some day. Today we have no power to speak of (power at such high rates is tantamount to not having any power). Not only our factories and our homes are in darkness, but there is darkness in our thoughts also which is spilling over on the streets.
Today we have no water to speak of, none has been added to the kitty for the last 38 years, yet we call ourselves an agricultural country. Have we not been reduced to importing food from our neighbouring Punjab, which, by the way, is feeding all its other provinces, something which our Punjab also used to do when it had the water to do so? That is not where it ends, now it is being said no left-bank canal for Punjab from the Indus because Indus belongs to Sindh.
And sir, you are thinking of leaving us at a time like this when we need you the most.

Kalabagh Dam could easily be done during periods of Dictators like General Zialuhaq or General Musharaf who were in a position to do so without seeking so called consensus which is not possible by corrupt democratic governments. This was even easier, had it been made part of package of Indus Water Treaty signed by General ayub Khan and Mangla Dam and turbela Dam were set up as a result of that treated by the financial and technical contribution of western industrialized countries. Had kala Bagh Dam been made part of that package it would have been completed during seventies._M.Aslam Ch
