  • CDA’s 3,200 daily wagers awaiting regularisation despite court orders as a contempt petition against CDA lingers on with IHC for non-implementation of its orders

Daily-wages and contractual employees of Capital Development Authority (CDA) have called upon CDA to regularise their services immediately, Pakistan Today has learnt.

Under different administrative wings of CDA, there are around 3,200 employees working on daily-wage basis for as long as 10 years without regularisation of their services. Majority of these daily wagers are working for CDA Directorate of Parks and others are serving under Sanitation and Environment wings of CDA.

Shahzad Ahmad, an office bearer of CDA’s Mazdoor Union (CBA), told Pakistan Today that these daily-wage employees were forced to work under dismal service conditions without any legal rights which were available to the regular employees of CDA.

Ahmed added that Islamabad High Court (IHC) has ordered CDA authorities to regularise services of these employees when a writ petition Crl Org No 108-W/2011 was filed by CDA’s daily-wage employees. However, despite submission of written assurance to the IHC by CDA HRD director, the judgment has not been implemented yet.

Moreover, a contempt petition against CDA is also pending with IHC on non-implementation of its orders.

It is ironic that around 700 new employees were recruited in CDA on permanent basis by the former government of Pakistan People’s Party (PPP) but daily-wages staff could not get regularisation despite promises made by PPP leader Syed Khursheed Shah.

Recently, a few daily-wagers stopped Raja Zafarul Haq while he was taking a stroll in the Jasmine Garden and requested him to take up their case with the CDA chairman but nothing has been done by the leader of the house in Senate so far.

The record available with Pakistan Today also shows that in a notification No. CDA-7(01) HRD-III/2011/6319 dated December 12, 2011, issued by Career Planning Cell of Human Resource Development (HRD) Directorate of CDA, it is stated that the CDA Board had approved the regularisation of these employees under the demand of Mazdoor Union.

However, the CDA chairman has not acted upon the approval of CDA Board so far.

The CDA chairman was not available for comments on the issue despite repeated attempts.
