Results of a-two year fruitful work prepared by leading experts, international organizations and analytical centers from all over the world has become an adoption of the Draft Concept of World Anti-Crisis Plan held on May 2nd 2014 at the first plenary session of the II World Anti-Crisis Conference at the Annual Meeting of the Board of Governors of Asian Development Bank.
The following key issues were discussed during the work of the first plenary session “Global Growth Restoration: New Economic and Institutional Drivers”: (1) Measures necessary for sustainable growth in the long term (2) The role of Asia and Central Asia in the new growth strategy (3) Free trade agreements (4) Questions on monetary policy and securities markets in the Asian region.
As a result of I World Anti-Crisis Conference held in May 2013 in Astana under the support of the General Assembly of the UN the Draft Concept of World Anti-Crisis Plan (CWAP) has also been discussed and received support- a result of joint collaboration of two governments, central banks, international organizations, financial institutions, NGOs, scientific research institutions and experts.
Key dignitary figures attending Plenary session were Bakhyt Sultanov, Deputy Prime Minister of the Republic of Kazakhstan, Kazakhstan’s Finance Minister, Shamshad Akhtar, Under-Secretary-General of the United Nations, Executive Secretary of the Economic and Social Commission for Asia and the Pacific (ESCAP), Li Yong, Director General, United Nations Industrial Development Organization (UNIDO), Bindu Lohani, Vice President of the Asian Development Bank (ADB), Serik Nugerbekov, CO-Chairman of Coordination Council, EECSA, Murat Karimsakov, EECSA President, and session moderator was Executive Director of the Committee on Reinventing Bretton Woods, Marc Uzan.
The participants of the Plenary session have noted high value and relevance of the Draft of CWAP in particular that the Document has been achieved on a democratic basis. Li Young, on behalf of UNIDO, has expressed full readiness to assist further development of WAP with the maximum inclusion of scientific analytical resources. Bindu Lohani, on behalf of the Board of Governors of ADB, has expressed the highest degree of support of the Draft of CWAP and has also highlighted its relevance and necessity of the adoption of this document for the global community.
UN discussions on financial and economic crisis and an outline on the development of proposals to combat long-term consequences of the global financial and economic crisis have been continuing during 2014 and 2014. As a result, discussions and outcomes of more than 40 outreach events held across the globe as well as experts’ work from more than 170 countries at communication online platform G-Global (group-global.org) developed in a special contribution to the Draft of CWAP.
The document is a systemic plan on fundamental challenges of the global economy. In other words, a map of currently relevant global challenges with general recommendations has been developed. Taking into account that the Draft of CWAP is devoted to macroeconomic challenges of the global economy including international social and financial economic problems, in a short-term it will contribute to the generation of recommendations for the UN agenda in the field of Post-2015 development, the Australian and Turkish Chairmanship in G20.
Final point in this large-scale expert painstaking work will be delivered at the end of II World Anti-Crisis Conference (WAC) held under the UN General Assembly support on May 21st-23rd 2014 in Astana city.
Henceforth, it is planned to transfer the Draft of CWAP to the United Nations Economic and Social Council (ECOSOC) and to other international organizations for further development.
