NA passes FPSC (Amendment) Bill

The National Assembly (NA) on Friday unanimously passed the Federal Public Service Commission (Amendment) Bill 2014 to enable the highly qualified and skilled persons to join the Commission.

The bill was moved by Minister for Science and Technology Zahid Hamid. It  will become an act after the approval of the Senate and subsequent signatures of the president of Pakistan.

The bill, after promulgation, would be called Federal Public Commission (Amendment) Act 2014. The Lower House of the Parliament accorded amendment in Section 5 of the Ordinance (XLV of 1977).

In Section 5, for the full-stop at the end shall be substituted by a colon and added the provison, namely, “Provided that the President may allow further employment of such member to a constitutional office in public interest”.

According to the statement of objects and reasons, the bill seeks to amend the Federal Public Service Commission Ordinance, 1977 (XLV of 1977) with the object to attract the highly qualified and skilled persons to join the commission.

Presently, the members of the commission, upon completion of their term, are not eligible for further employment in the service of Pakistan. This is discouraging for well-qualified persons to join the commission on one hand and is an impediment in benefitting from the experience of well-qualified persons for the public service later on, if their further employment is required to a constitutional office in public interest.
