KARACHI – The authorities ignored the law completely while making arrangements for the release of Raymond Davis, a CIA employee involved in the murder of two Pakistani youths, as the government officials of the departments concerned and the court did not object to an expired national identity card, provided by one of the victim’s family member.
The victims’ relatives appeared before the court in Kot Lakhpat Jail and agreed to forgive Davis after receiving the blood money in accordance with the Diyat law promulgated by former military ruler General Ziaul Haq in 1979. According to the documents submitted in court and distributed by the government, Mumtaz w/o Ramzan, sister of a victim Fahim, received amount of more than 5.5 million in the so called agreement.
Interestingly, the copy of an old manual NIC No 363003-75-254 was attached with the documents submitted in the court. The government has imposed ban since 31st of December 2004 on the use of old manual National Identity Cards not even in court but banks also.
