The Commission on Enforced Disappearances (CIED) on Saturday recommended the government to take action against the former officials of intelligence agencies.
The commission, headed by justice (retired) Javed Iqbal, has finalised a 204-page report that would soon be presented to the government.
The report read that a total of 621 people went missing while 359 have been recovered so far.
The body highlighted abduction for ransom and domestic violence as some of the major reasons of such cases. Sixteen of 18 persons in Islamabad, 130 of 280 in Punjab, 24 of 124 in Sindh, 123 of 398 in Khyber Pakhtunkhwa, 59 of 107 in Balochistan and 12 and 9 people have been recovered from FATA and Azad Kashmir respectivelt.
The report read that the recovered persons were not sharing complete information due to fear, adding that some of them belonged to extremist groups.
The commission also recommended the government to take indiscriminate action against civil servants.
