The Lahore High Court on Tuesday overruled objection placed by registrar’s office on plea seeking directions for not tabling Principles of Policy report in parliament and provincial assembly by the president and Punjab governor respectively.
Justice Nasir Saeed Shiekh was hearing the matter which was fixed as an objection case after registrar office put objection on impleading the president as a party in the plea.
However, the petitioner’s counsel contended before the court that the registrar office placed objection without any reason. He contended that it was the High Court which decided constitutional status of any matter on judicial side.
He prayed to dismiss the objection placed by office as it did not have legal status.
The court overruled objection and directed to fix the matter before any proper bench.
The petitioner, Muhammad Irfan Muktar, through his petition submitted that the president and governors were constitutionally bound to table the reports about the observance and implementation of Principles of Policy in relation to the affairs of federation and as well as in relation to the affairs of province before the Majlis-e-Shoora (Parliament) and provincial assemblies as per Article 29.
However, the president and Punjab governor did not present the said report in parliament and provincial assembly for last four years, he added.
He also pleaded the court to direct respondents for tabling the Principles of Policy reports before the Majlis-e-Shoora (Parliament) and the Punjab Assembly for the years starting from 2008 till 2013.
