The Supreme Court has rejected a report for the conversion of F-7 Public Park into a golf club, and has directed the CDA chairman to initiate action against officers responsible and present a report within 7 days.
A three member Bench led by Chief Justice Iftikhar Chaudhry (CJP) took up the case for hearing on Friday.
Afnan Karim Kundi appeared on behalf of the CDA told the court that officers who had accorded permission for the construction of the golf club had been working in the CDA on deputation. They had returned to their parent departments, he added.
The court said disciplinary action could have been taken against those officers but that had not been initiated. These officers should have been suspended, the court observed.
Kundi prayed the court to allow them 10 days and said that action would be completed within the period.
The CJP said, “We are allotting 10 days, but we know that no action would be taken, and you will come to the court empty handed after ten days.”
The CJP said, “We reject the CDA report, all responsible officials been saved and not a single officer has been punished.”
He further said that all the duties were being performed in a wrong manner. A period of 7 years had elapsed and the CDA was still waiting for further orders, he observed.
Justice Gulzar Ahmad said the CDA had done nothing to improve the park and in fact wanted to turn it into a commercial enterprise, and the court could not allow that to happen.
