The new Capital Development Authority (CDA) administration has failed to implement the changes it announced earlier as officers on deputation continued to work despite the ban.
According to sources, CDA Chairman Tahir Shahbaz, after immediately taking charge of the authority, banned new recruitments and announced to devise a new HR policy, but the policy has not been formulated yet.
In the past, posts had been upgraded without pre-planning, increasing the burden of salaries on CDA. The three-year tenure for many officers on deputation had ended, but they were not being sent back to their departments despite the fact that a number of officers on deputation had exceeded the quota.
CDA had also announced to make a new policy regarding kiosks and billboards, but that matter had been ignored due to pressure from influential people.
