Contempt petition filed against Punjab govt in SC

Prof. Dr. Naseer Chaudhary has filed contempt of Supreme Court (SC) petition at the Lahore registry against the Punjab government for failing to implement the orders dated 14-3-2012 of a special bench of the Supreme Court of Pakistan (SCP) comprising of Justice Jawad S. Khawaja, Justice Tasadiq Hussain Jillani, Justice Saqib Nisar and Justice Athar Saeed.
The court had directed the government to appoint a Vice Chancellor (VC) for the University of Health Sciences (UHS), Lahore within a period of three months.
The orders of 14th March stated that “during the interregnum Prof. Dr. I.A. Naveed shall function as chief executive and exercise all functions of the VC under the law till the new incumbent takes over. Needless to observe, the entire exercise i.e. amendment in law and appointment of a new VC shall be concluded within a period of three months failing which the mater shall be decided strictly in terms of the existing law. It is however, clarified that the interim arrangement with regard to the chief executive referred to above shall not prevent the competent authority under the law to make an appointment in this regard even during the interregnum”.
Prof. Naseer through his council Advocate Shamim-ur-Rehman Malik had prayed before the honorable court to initiate contempt proceedings against Punjab Chief Minister (CM), Mian Shahbaz Sharif, Punjab chief secretary, Punjab secretary services and Punjab secretary health on failing to implement the orders of the SCP.
