Irregularities and corruption have become a routine business in Karachi Metropolitan Corporation (KMC) as the revenue loss and nepotism are commonplace in KMC’s Veterinary Department, Pakistan Today has learnt.
Sources in KMC Veterinary Department told Pakistan Today that most of the contracts of the department were in litigation including a mulching contract, biggest of all, costing Rs 90 million.
Sources said that officials of the veterinary department with patronization of the contractors were intentionally putting the contract in litigation just to earn more commission. “Through mulching contract the department was getting Rs 0.2 million per day whereas the KMC is suffering the revenue loss of Rs 6 million in a month,” they added.
Notwithstanding the fact that the KMC was facing serious financial loss, 16 employees on contract basis including 8 veterinary doctors of Grade 17 and 8 search men had been appointed in the department. Sources said that most of these newly appointed employees were incompetent and appointed on the basis of favoritism. “One of them is even more than sixty years old,” they pointed out.
It is pertinent to mention here that Administrator Karachi Muhammad Hussain Syed had imposed ban on the appointment of employees on contract basis after rusticating around 3000 employees eight months ago. Talking to Pakistan Today, Senior Director Veterinary Department Mukhtar Hussain accepted that the mulching contract was in litigation and the fate of the contract would be decided very soon.
Hussain said further that the department was facing lack of man-power, and added that it would work more efficiently if the shortage of employees was fulfilled.
Hussain said he appointed the employees on regular basis/daily wages for three months on the directives of administrator Karachi. “Veterinary department needs more doctors and other staff as Eid Ul Uzha is approaching near,” he added.
