Information Minister Qamar Zaman Kaira has called upon state institutions and politicians to learn from the history and work for promoting reconciliation, adding that legislation remained an exclusive domain of parliament.
Speaking at a seminar on civil-military relations in Islamabad on Wednesday‚ he said all institutions must work in their constitutional domain to run the country in harmony and strengthen democracy. He said we all would have to work with new zeal setting aside past bitterness.
Kaira said institutions of the state were trying to adjust their role in the new democratic set up and hopefully this adjustment would end on a positive note.
The minister rejected the perception of confrontation between institutions and said all of them were trying to define their role in the democratic dispensation.
He said the constitution had clearly defined roles of various institutions and they should discharge their responsibilities within the constitutional parameters.
Referring to the present state of relationship between the executive and the judiciary‚ he said the judiciary was asserting its independence for the first time. He said like difference of opinion between other institutions of state on various issues‚ there could also be differences between the executive and the judiciary on certain issues.
Talking to reporters later‚ Kaira said legislation was the domain of parliament and defunct Contempt of Court Act was adopted with consensus. He said if some provisions of the law were in violation of the constitution, only those provisions should have been annulled by the court. Kaira said legislation was the domain of parliament and no other institution should interfere in it.
He added that the government had always implemented court verdict and would continue to do so in the future as well. The minister categorically stated that elections would be held on time, adding that victory in by-elections was a manifestation of the confidence posed by the masses in the PPP.

One person, zardari, has held the progress of the country hostage. He has made himself more important than the country itself. PPP jiayalas are a breed of baboons who follow their leader blindly. There has never been a politician more hated than zardari in the history of the country. Gallup poll showed his approval ratings to be at 11%. He has no shame. He is clinging to power at any cost. Once he is out of office, he will go to one of his many mansions outside Pakistan and jiayalas would find themselves sweeping floors and cleaning bathrooms just like they have been doing for the last 40 years.
