Stakeholders hail PCS officers promotion

LAHORE – Promotion of 15 Provincial Civil Service (PCS) officers to BPS-19, 20 and 21 in a provincial selection board (PSB-I) meeting on Monday is a “small step in the right direction” to address grievances of provincial officers, stakeholders told Pakistan Today.
The PCS Officers Association has been vying for their demands including faster promotions to higher grades. The association has held several meetings with the cabinet committee chaired by Senior Advisor to the CM Zulfiqar Khosa. A total of 15 PCS officers have been promoted including two to BPS-21, eight to BPS-20 and five to BPS-19.
According to details, Qazi Ashraq and Khalid Mehmood Chaudhry have been promoted to BPS-21, Saeed Ahmed, Muhammad Ashraf, Javed Iqbal, Jamshed Daudi, Amanullah Khan, Nasrullah Leghari, Akbar Khan and Nawazish Ali have been promoted to BPS-20 while Azam Khan, Rai Javed, Muhammad Aitzaz, Moin Akhtar, Zahid Hussain and Tanvir Jabbar have been promoted to BPS-19. More than 30 officers could not be promoted because their NIPA course reports have not been issued yet.
Many in the provincial service considered this a DMG “ploy” to create hurdles in promotions of PCS officers, as those at helm of affairs at NIPA are also from the DMG. They said that all these officers were eligible for promotion after having completed the mandatory training courses. PCS Officers Association President Rai Manzur Nasir appreciated the move, but said “a lot” more needs to be done.
He said that according to formula devised by the DMG and already challenged in the court, there are a total of eight seats reserved for PCS officer in BPS-21 and after including the two recent promotions there are still just three PCS officers in BPS-21.
Nasir said that those individuals who have pending inquiries have not been promoted but according to law, everyone is innocent until proven guilty.
“Those who have completed NIPA training are eligible for promotion, but were not considered. No such restrictions are observed while promoting DMG officers,” he complained.
