Justice Riaz Ahmad Khan of the Islamabad High Court (IHC) on Tuesday issued notices to the defence secretary, National Engineering and Scientific Commission (NESCOM) chairman and others on a contempt of court petition filed against some contractual employees of NESCOM despite getting retirement from the same department. During the course of hearing, the counsel for four serving officials of NESCOM, Raja Saifur Rehman said all the blue-eyed officers of NESCOM, who had retired, were holding the same positions on a contractual basis and had obtained several extensions. The petitioner named the NESCOM chairman and defence secretary respondents. He said in this way they had blocked the promotion of junior officers, who were petitioners in the writ petition, although their services were not indispensable, adding that some of the junior officials were more qualified than the seniors. The lawyer said the Supreme Court had also termed this practice a violation of fundamental rights of the employees.

  1. To cause a roll back in nuclear programme, it is perhaps be the most effective strategy to retain the retired people on all management posts and hence deny promotions to technically competent personnel. It is an established fact that officers are easily manipulated after retirement as their services are no protected by rules. Thus Chairmen / Members / Director Generals / Directors all are working much beyond superannuation age in the strategic organizations

    • In that way those officials will retain their extra ordinary facilities & become masters of all black & white its greatest example is NDC, MTC, AWC, PMO, TUSDEC, KRL & NESCOM it self the juniors have degrees of Ph.D are under subordination of such officials those have not their any engineering degree certified from PAKISTAN ENGINEERING COUNSIL (PEC), that is the one of biggest injustice with those junior officers which are highly qualified, and all those junior officers are well security wise cleared from all concerned security departments.

  2. Corruption under the disguise of classified / strategic program." Indispensable People"
Once Hitler remarked on the extension of an officer on grounds of being indispensable

"Graveyards are full of indispensable people"

  3. This is the corruption but legalized by the corrupt officials. In a country where the unemployment is so high, where educated people are denied jobs and oldies are holding senior positions up to the age of seventy including the chairman, directors, dgs and heads of strategic divisions.
Where courts are helpless in the name of classified projects.
That we call institutional corruption. Why get hold of poor educated who become terrorist in such a unfair society
