The Supreme Court (SC) on Monday ordered to establish a Drug Regularory Authority (DRA) by February 17, a private TV channel reported.
The SC expressed angered on absence of Punjab Advocate General and questioned the role of Federal Investigation Agency (FIA) in investigations.
A three-member bench comprising Justice Tassaduq Hussain Jillani, Justice Anwar Zaheer Jamali and Justice Mian Saqib Nisar heard the case regarding drug-related deaths at the Punjab Institute of Cardiology (PIC).
Justice Tassaduq Jillani remarked that it looked like that as if the FIA has registered the case on the basis of newspaper reports. ‘Absence of DRA is a serious matter.’
Under which law the FIA has filed the case, Justice Saqib Nisar asked. The FIA lawyer said a joint investigation committee of FIA and Federal Drug Inspectors has been setup on the instructions of Interior Ministry’s Crisis Management Cell.
Moreover, FIA presented their report and admitted that a case had been wrongly filed against two drug-manufacturing companies, while evidence against only one of the companies had been found.
Advocate General (AG) Punjab Ashtar Ausaf informed the bench that the names of the owners of Efroze Chemicals Ltd had been put on the Exit-Control List (ECL). Answering a question by the bench, Ausaf said that the authority for registration of medicines and for their import and export lies with the federal government.
Later, the hearing was adjourned till February 17th.

Unfortunate incidents like this have happened in Europe as well. Drug impurities as result of human error can have devastating consequences.
Tighter regulatory controls are required.
