On the directive of Supreme Court of Pakistan, providing Computerised National Identity Card (CNIC) and registration of votes of eunuchs have been started in Rawalpindi and a mobile van of NADRA will be available on Firdosi Road for the purpose.
So far 249 eunuchs have applied for CNIC while the eunuchs whose parents’ names are known and are attested by Social Welfare officer are being provided CNICs.
This was disclosed in a meeting held in Commissioner’s Office to discuss and review the work of provision of ID cards and registration of votes of eunuchs in the light of directions of Supreme Court of Pakistan.
Rawalpindi Division Commissioner Zahid Saeed presided over the meeting while Rawalpindi Additional Commissioner Chaudhary Habib Ullah, Revenue ADC Talat Mehmood Gondal, District Social Welfare Officer Muhammad Shafiq Awan, District Social Welfare Officer Chakwal, Jhelum and Attock, Rawalpindi District Election Commissioner Col (R) Muhammad Imtiaz, NADRA deputy general manager operations, She-male Federation Pakistan President Almas Bobi and representatives of eunuchs from Jhelum, Attock and Chakwal attended the meeting.
Rawalpindi Commissioner Zahid Saeed said the heads of eunuchs should advise their disciples to get their ID cards and also get themselves registered as voters as early as possible so that they may get their rights in accordance with the directions of the Apex Court and the staff of NADRA may also extend them all out cooperation in this respect.
NADRA deputy general manager operations informed the meeting that no fee was being received from applicants for the new NIC, however Rs 200 will be charged from those applicants who want to get registered their gender as Khawajasra in their old national ID card.
The officers of Election Commission said the eunuchs who had their CNICs were being registered as voters in the voters’ list. It was also informed that eunuchs who had changed district of their residence were also being issued CNICs on presentation of their residential certificates in the present district so that they might not face any inconvenience and difficulty in getting themselves registered as voters.

In a society that remains embittered for even whether a woman can even show her face or her bare shoulders in public and as sullied as current negotiations and manifestation of upstanding rights for transgender persons may currently be, perhaps one ought to take some degree of heart that the latest actions courtesy of the Supreme court has begun a process of inclusion that not even 5 years ago would have been heretical to consider.
