Wedlock policy: deputationists may stay permanently in FDE

The Capital Administration and Development Division (CAAD) has decided not to send the deputed teachers back to their parent departments until a new policy is announced.
The Federal Directorate of Education wanted to transfer teachers whose deputation period had expired under the Wedlock policy.
However the teachers concerned disputed the decision and approached the Islamabad High Court. The court rejected their claim and supported the FDE’s decision.
It is relevant to note here that the wedlock policy encourages that spouses should be posted at the same station.
Meanwhile, Leader of the House in Senate Syed Nayyar Hussain Bokhari, while addressing a ceremony organised by the Non-Teaching Staff Association at the Islamabad Model School for Boys G/7/3/1, said: “I have directed the CAAD to not repatriate teachers working under the wedlock policy until the government comes up with a new policy.”
Senator Bokhari added that under his direction the CAAD was working on a comprehensive policy regarding the deputation issue.
Bukahri also announced that the FDE teachers would be upgraded and directed the FDE director general to prepare a file for the purpose and to set up an employees’ welfare fund for the non-teaching staff. He also directed the DG to give qualified non-teaching staff members the opportunity to change their cadres from non-teaching to teaching staff.
“I assure you that I will fight your case before the CAAD and all deserving people would be given their due promotions under the Establishment and Civil Service rules,” he said.
The teachers said after following the wedlock policy and teaching in FDE run educational institutions for many years they had a right to be given permanent positions. They said they had lived in Islamabad for many years and should be absorbed in the federal government.
“We have been living here for eight years. My husband is serving in the federal government and my family is settled here. I want to be absorbed in federal government under the wedlock policy,” said Ayesha Nazar a school teacher.
A source in the CAAD told Pakistan Today that the division would approach the Prime Minister seeking his order for the absorption of the teachers affected by FDE’s recent decision.
It may be recalled here that the non teaching-staff working in FDE run schools and colleges have been protesting for the last few months for their up gradation.
