Clerk seeks help against illegal occupation of his house by policeman

A lower division clerk of the Federal Directorate of Education (FDE) has been running from pillar to post for the last six months trying to get his illegally occupied house vacated.
Carrying around a black bag on his shoulder filled with applications and relevant records of the illegal occupation of his house by a police commando, Khan Muhammad Bughio is often seen around the inspector general of police (IGP) Islamabad’s office and senior superintendent of police (SSP) Islamabad’s office struggling for justice.
Bughio on Saturday visited the Pakistan Today office and elaborated his ordeal. “I am a poor clerk, I have no say anywhere. I have been serving in the FDE since 1988. After a long struggle on an auspicious day in April, 2011, I was allotted a government quarter in sector G/10/3, but an Islamabad police sub- inspector illegally occupied my quarters before I had shifted there and despite the passage of six months is not ready to vacate it,” the clerk said.
Bughio said that on April 29, the Estate Office Islamabad had allotted him quarter no 57/14- Category V in sector G-10/3. “Since the day of the allotment the government is deducting the house rent from my salary against the allotment of the said quarter, which is occupied by Islamabad Police Sub-Inspector Muhammad Akmal, who is currently serving in the Anti Terrorism Squad there,” the clerk said.
He said that despite his repeated requests the police officials were avoiding him. “They know that I am a low paid employee and have no political sources, so they let it continue,” Bughio said. He said that he was a permanent resident of village Phul Khan Bughio, Taluka Mor, district Nowshero Feroz Sindh and due to the recent floods which had wreaked havoc in Sindh, his house was also badly damaged and currently his family was living under the open sky.
The clerk said that since his house had been destroyed in the floods, he wanted to shift his family from Sindh to Islamabad but financial constraints stopped him. Bughio appealed to the chief justice of Pakistan to take suo motu notice of the issue. He said that he had submitted applications to the IGP’s office (Diary no 21984 dated 25-10-2011) and SSP’s office but no action had been taken. He said that on Saturday he had also filed a written complaint at Ramna Police Station against the said sub-inspector.
“But I do not know how the concerned police will move against their own belt fellow,” Bughio concluded. When Pakistan Today contacted the said sub-inspector, he claimed that he had a ‘stay order’ in his favour from the Islamabad High Court. However, when asked about the details as to the grounds on which he had succeeded in getting the stay, the police official quickly replied, “I will vacate this house as soon as I get another house.”
