The Islamabad High Court (IHC) on Monday issued notices to the Islamabad chief commissioner and deputy commissioner (DC) and others following a plea contending that the Islamabad Capital Territory (ICT) administration had appointed two Naib Tehsildars without conducting written tests.
Making the Federation of Pakistan respondent through the interior secretary, chief commissioner and deputy commissioner, revenue additional deputy commissioner and deputy director, the petitioner Sajid Ikram submitted before the court that he was a permanent employee of ICT as Gardawar and presently posted as Naib Tehsildar in the Capital Development Authority (CDA) on deputation.
He contended that he was a law graduate and passed departmental examination for the post of Naib Tehsildar in the year 2005 and awaiting appointment as Naib Tehsildar ever since.
He told the court that in 2009, ICT announced two vacancies for Naib Tehsildar and he applied for the same.
In the petition, Ikram maintained that he got the maximum numbers in the written test and his name was third in the list, but he was never called for an interview.
After two years, on June 6, the ICT administration conducted interviews and two influential people who had not appeared for the written tests were declared to have passed the interviews, he said.
The petitioner further submitted that the Islamabad DC had not displayed the results properly, which showed their foul conduct of recruiting the person of their choice.
He apprised the court that the ICT administration had, instead of appointing him per merit, appointed one Awais Khan. The petitioner alleged that Awais Khan hailed from Multan and was a close friend of Prime Minister Yousuf Raza Gilani. The petitioner prayed before the court that the aforementioned appointments be declared void. After hearing the arguments, the court issued notices to respondents for their comments and adjourned the proceedings for an indefinite period.
