Various district governments are using low quality material for development schemes and proper specifications have not been followed, Chief Minister Qaim Ali Shah said on Wednesday. Presiding over a meeting at the Chief Minister’s House, Shah directed Planning and Development Department officials to properly monitor departmental schemes and in case substandard work is discovered, the matter should be referred to the Anti-Corruption Department for a thorough inquiry and necessary action.
The participants of the meeting also took notice of substandard works carried out by Irrigation, Public Health Engineering and other departments and decided to refer the matter to the Anti-Corruption Department for investigation. It was decided that prompt action will be taken against the officers and engineers indulged in executing substandard work and the contractors involved would also be blacklisted.
Shah directed the department officials to expedite the progress of development schemes as “the provincial government has already declared the financial year 2011-12 as a year of development”.
Shah said that those schemes, which have been completed by 55 percent, should be concluded as early as possible.
The chief minister said that this year, Rs 40 million would be being allocated to each MPA for executing development schemes in their respective areas.
“A scheme called Mother and Child Care Centers will also be initiated, for which Rs 5 million would be spent from the allocation of each MPA. These centres will be established in cluster area so that maximum people can benefit from them,” he said.
Shah stressed upon officials of the Planning and Development Department to sign agreements with foreign agencies for solar energy schemes and said that solar system schools would also be established.
The participants of the meeting were informed that the federal government is installing 7,500 tube wells in the country, out of which 500 will be run on solar energy system.
Earlier, Planning and Development Additional Chief Secretary Muhammad Ishaque Lashari in his detailed presentation said that the ADP allocation this year is Rs 131 billion, whereas last year, the revised ADP allocation stood at Rs 95 billion.
He said that during the year 2010-2011, there 1,776 schemes, which included 1,267 ongoing projects and 499 new ones.
“The government has approved 1,737 schemes for the year 2011-2012 that include 1,244 ongoing and 493 new ones,” he added.
