NA body approves recommendations for amendments in Civil Procedure Code

ISLAMABAD: The National Assembly’s Standing Committee on Law and Justice has approved the recommendation for amendment of Civil Procedure Code by the National Assembly drafted by the Ministry of Law and Justice.

The amendments suggested by Ministry of Law and Justice will comfort the legal procedure towards speedy justice.

The committee meeting held here Wednesday under chairmanship of Member National Assembly (MNA) Riaz Fatyana.

After detailed deliberation, the committee recommended that the Code of Civil Procedure (Amendment) Bill, 2019 may be passed by NA, however Dr. Nafisa Shah and Aliya Kamran submitted their notes of dissent to the committee against the amendments.

The judicial commission report on terrorist attacks on the Sri Lankan cricket team in Lahore was presented before the committee against which the committee expressed reservations for not taking any action against the responsible police officers including DIG operations, SP model town and others.

The committee recommended action against such officials and suggested not to assign them field responsibilities for showing negligence.

The CPO Rawalpindi Khalid Rana on behalf of IGP briefed the committee that former IGP Khawaja Khalid Farooq was held responsible for the attack by the commission due to failure of command whereas the Home department Punjab denied any of such inquiry.

The committee ordered the IGP Punjab to appear in-person in the next meeting with complete record and actions taken already in the case.

Regarding attack on Sialkot jail where four judges were killed, the committee hailed the Punjab prison department for taken action against negligent officials and asked the Police department about the briefing why the Medico Legal Report (MLR) was not compiled of the deceased.

Law Minister Farogh Nasim asked the CPO Rawalpindi either the Police got a stay order from court for not conducting MLR, which he replied that no stay order was achieved from court.

The committee directed the police department for submission of complete report till the end of September.

About the Muslim Family Laws (Amendment) Bill, 2019, the standing committee sought a written report from the National Commission on Status of Women and recommended deferment of the bill till next.

The Committee also considered “The Child Marriage Restraint (Amendment) Bill.2019 (Moved by Dr.Rameth Kumar Vankwani, MNA)” the Committee recommended with majority that the Bill may not be passed by the Assembly.

Members including, Atta Ullah, Lal Chand, Muhammad Farooq Azam Malik. Kishwar Zehra. Maleeka Ali Bokhari, Muhammad Sana Ullah Khan Masti Khel, Malik Muhammad Ehsan Ullah Tiwana. Ch.Mehmood Basir Virk. Usman lbraheem. Nafeesa Shah, Aliya Kamran and Dr.Ramish Kumar Vankwani,attended the meeting beside the Minister for Law and Justice Barrister Farogh Naseem, Chairman Council of lslamic Ideology and representatives of Ministry of Human Right attended the meeting.
