Hiraj’s illegal land allotment comes under SC scrutiny

ISLAMABAD: Chief Justice of Pakistan (CJP) Iftikhar Muhammad Chaudhry on Friday issued notice to the chairman of the Capital Development Authority (CDA) to appear in court on Monday to explain the allotment of a 26.5-kanal plot in the Diplomatic Enclave to Hamid Yar Hiraj in violation of rules in December 2007.
Hiraj is a member of the parliamentary accountability committee and the chairman of the Earthquake Rehabilitation and Reconstruction Authority. Hirraj was also issued notice for December 13.
The CJP took suo motu notice of the matter following a media report that said CDA had allotted a plot measuring 26.5 kanals to Hiraj for a school in the Diplomatic Enclave, Islamabad, in violation of rules and procedure.
According to the report, the Master Plan of Islamabad was altered without the cabinet’s approval and a 37-kanal plot was changed into two 19-kanal and 18-kanal plots.
Later, 19 kanals of land worth billions of rupees was allotted to Hiraj against Rs 71.632 million, whereas 18 kanals of land was given to the school in the name of green belt.
The report added that the school could not be constructed within the prescribed time limit of 30 months. Besides, the advertisement ran by CDA was just for owners of private schools situated in Islamabad, and owners of private schools in other places were not eligible for it. The Diplomatic Enclave was also not included in the advertisement, it further stated.
However, Hiraj obtained the plot in the name of a relative who ran a private school in Multan. It was also reported that a list of allotment was complete, but Hiraj used his influence to get the plot allotted in violation of laid down rules and procedures.
