Sindh government decides to sack 1,080 qualified headmasters in a year

KARACHI:  Although, there is an education emergency declared in the province, the Sindh government has decided to sack at least 1,080 highly qualified headmasters/headmistresses within a span of one year, Pakistan Today has learnt.

The sources told Pakistan Today that Sindh government had launched Sindh Education Sector Plan 2014-18 on November 29, 2014. In this regard, the Global Partnership for Education (GPE) had granted $ 66 million to implement the Sindh Education Sector Plan 2014-18 and under the said plan, Sindh education department was to recruit 6,700 headmasters through transparent testing system till 2018.

The education department had invited applications for 2,000 vacant posts of headmasters and headmistress on May 10, 2015, and over 5,089 candidates were declared eligible and the written test was conducted by IBA-Sukkur on December 20, 2015. The education department, after severe protest and rallies by the qualified headmasters, appointed them just for two years period which is expiring in June 2019.

In this regard, Secretary School Education Qazi Shahid Pervez issued a notification No So(SEC-II)1-199(Misc)/2019 which clearly states that the service of all these HMs are being extended only for one year and they will be given no further extension.

“With the approval of competent authority i.e. Chief Minister Sindh, the contract period in respect of headmasters/headmistress BS-17 appointed through the third party test conducted by IBA University Sukkur is hereby extended by one year to be computed in each individual’s case from the date of expiry of his/her present contract. No further extension shall be given”, according to an official notification available with Pakistan Today.

When contacted, Secretary School Education Qazi Shahid Pervez told Pakistan Today that there is no provision in the law which allows any department to regularize services in BPS-17. “After the expiry of one-year extension i.e. 2020, the posts of headmasters/headmistress will be filled through Sindh Public Service Commission (SPSC)”, he added.
