Government to establish commission to counter violent extremism

ISLAMABAD: The federal government has decided to establish a commission for the implementation of national narrative and development of structures against violent extremism.
Sources told Pakistan Today that the Interior Division is expected to present an amended summary in the upcoming meeting of the Cabinet Committee for Disposal of Legislative Cases (CCLC) during the next week for establishing the commission.
The proposed commission will identify challenges for the implementation of national narrative and development of structures against violent extremism. The commission will also help to implement the policies for counter violent extremism (CVE), conduct research on CVE and improve coordination among various state institutions for de-radicalization and rehabilitation of convicts and under-trial individuals.
The primary objectives of the commission would be to provide a legal mechanism for effective implementation of the CVE policies and fulfill the international obligation of the country to curb violent extremism.
The other objectives include establishing policy review board for CVE, developing modules and conducting undergraduate, postgraduate and diploma courses related to counter terrorism and CVE, establishing National De-rad Facility to formulate and implement strategies for de-radicalization, rehabilitation and psychological counseling of prisoners involved in terrorism.
Similarly, the commission will enforce national narratives, including Paigham-e-Pakistan, and recommend new CVE policies in line with the National Action Plan.
The commission will also be tasked to prepare de-radicalization modules, strategies and vocational training programs for de-radicalization of terrorists, and promote awareness against threats of violent extremism through print and electronic media.
The Law and Justice Division has already vetted the proposal regarding establishment of the commission and the federal cabinet has accorded approval for initiation of legislation process.
Pakistan has been a victim of terrorism for the past few decades and spending huge amounts to counter the challenges. It is need of the hour that a comprehensive approach is adopted to curb the social, religious and psychological factors leading to violent extremism and terrorism and a separate body is established for implementing the approach.
