KARACHI: While demanding the transparency arrangements at par with 2018 general elections, the installation of closed-circuit cameras (CCTVs), mobile-phone jammers and imposition of section 144 CrPC have been demanded for the annual examination of intermediate, Pakistan Today has learnt.
In this regard, Commissioner Sukkur Rafique A Buriro has requested the Sindh chief secretary to ensure transparency arrangements at par with 2018 general elections.
“The HSC-I and II examinations are scheduled by the Board of Intermediate and Secondary Education (BISE) Sukkur commence from April 18, 2019, and would continue until April 30, 2019, in three districts of Sukkur division i.e. Ghotki, Khairpur and Sukkur. BISE Sukkur proposes to establish 106 examination centres in its areas of responsibility which includes entire Sukkur division, Naushehro Feroz district”, according to a letter exclusively available with Pakistan Today.
“Mobile fines, tablets, iPads, laptops and other hand-held electronic devices shall be strictly banned within the premises of the examination centers during the exams. This restriction shall be applicable across the board, to examiners, examiners, inspectors, board officers, administrative officers, support staff, security personnel and auxiliary workers or anyone entering or audible to the examination centers. Jammers shall be installed at the exam centers to jam operations(signals) of mobile devises”, the letter added.
The letter further states: “The landline based WIFI connections of the examination centers, if any, shall be disabled during the conduct of the examinations. Mobile phone companies shall be approached to switch off their mobile towers emitting signals to premises of examination centers, specific locations.”
While talking to Pakistan Today, Commissioner Sukkur Rafique A Buriro said that CCTV cameras shall be installed in the examination halls, corridors and premises of examination centers. This shall be done on the pattern of exercise done during general elections in 2018.
The strict gate-keeping, body search shall be ordered at the entry points of examination centers and examination halls, for this purpose police, rangers and army personnel, duly advised/trained/educated, shall be deployed, he said.
According to the commissioner, the so-called examination guides, keys and other reading material custom made for cheating in examinations shall be confiscated from book stores and from the possession of examinees and other persons including exam staff etc present at or entering the exam centers.
Rafiq Buriro added that the invigilators, examiners, security and support staff and other government employees found conniving, abetting, assisting, overlooking or found in any way part of cheating and use of unfair means in examinations, violation of the code of conduct governing the examinations, shall be immediately reported upon by or through their supervising officer and be proceeded against under Efficiency and Discipline Rules, and Penal Laws.
“The private persons found adding, assisting, facilitating or being involved in the use of unfair means shall immediately be proceeded against under the prevalent law. Section 144 CrPC may be imposed on carrying of cell phones and other equipment and materials that may be used for use of unfair means in the examinations. It shall be applicable across the board on every person present at the premises of examination centers”, he further added.
