ISLAMABAD: During hearing a suo-motu case regarding illegal construction in Banigala, the Supreme Court Thursday expressed serious dissatisfaction over the performance of Capital Development Authority (CDA).
Justice Gulzar Ahmed, heading a two-member bench, said ‘the purpose to make Islamabad a federal capital had lost, mountains and forests have been eliminated while the streams and nullah of the city were turned into heap of garbage.
Addressing the chairman of CDA, Justice Ahmed asked whether the body complied the court orders.
The chairman replied in no and said the department could not fully comply with the court’s orders.
Justice Gulzar Ahmed remarked, “Have you ever visited Rawal Lake to see its condition. Your performance was extremely disappointing. If you are not capable of this position you should go somewhere else. You must have already received your plot.”
He further added, “Just go and see what is happening around the new Islamabad International Airport. Did you want to turn the whole city into a slum? I am surprised as if it is Islamabad.”
Justice Gulzar Ahmed said, “Since I came to Islamabad, I noticed that the civic body had left the structure of Kashmir Highway as uncompleted. Didn’t they think ever that it could be used as hideouts by criminals and drugs addicts?”
He said the CDA had only a job of making and selling plots and developing slum areas in federal capital. “The condition of Islamabad was worse than Karachi and Lahore,” Justice Ahmed said.
Addressing the chairman of CDA, the bench said, “If you say the bench would dissolve CDA and Municipal Corporation Islamabad.”
Justice Umer Ata Bandial said there must be a permanent mechanism to dump the trash in the city, unfortunately, there was no dumping site in Islamabad.
Chairman of CDA said the civic body had selected land near Sangjani for this purpose and a team of Environment Protection would visit it this day.
He said the department would eliminate all hurdles in way of execution of this project within one month.
The CDA chairman asked for a month and said he would show his performance.
At this, the bench adjourned hearing of the case till one month.
