KARACHI: The Sindh government is planning to ensure the provision of solar electricity to at least 200,000 houses in the province.
The project namely – Sindh Solar Energy Project (SSEP) – is a World Bank financed project.
According to sources, the Sindh Energy Department has sought services for the detailed survey of the houses in the province and has invited floated tenders for procurement of consulting services for a Baseline Household Energy Survey in Sindh province of Pakistan.
The sources said that the Sindh Solar Energy Project aims to support the deployment of solar power in Sindh province through development of utility-scale solar power at highly competitive price within identified solar parks, installation of disturbed solar power systems on and around public building and provision of solar home systems for households with no or low access to electricity. This Request for Expression of Interest refers to the procurement of the Household Energy Survey.
SSEP has a target of providing solar home systems to 200,000 households within the five-year project timeline. Sindh Energy Department will identify target districts with low levels of electricity access and provide partial grants to households, to support the purchase of solar home systems from private sector providers.
To support the implementation of this initiative, including the targeting of districts (and households within each district), design of the consumer awareness campaign, and the appropriate level of the grant to be offered to households, Sindh Energy Department has committed to carrying out two household energy surveys in Sindh province, at the start and end of SSEP, using the recently established Multi-Tier Framework (MTF) for measuring energy access.
The surveys will also provide valuable information to inform other government programmes and will facilitate enhanced international reporting.
The Sindh Energy Department, under the SSEP, now invites eligible reputed consulting firms or consortium of firms (consultant) that have extensive experience in household surveys to indicate their interest in providing the services specified.
Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the service. The shortlisting criteria.
1: General experience of over ten years in implementing detailed surveys especially household surveys in rural areas including the use of the latest data collection technologies.
2: Management capacity of the firm including general availability of technical and managerial qualified staff in conducting and organising a professional survey and logistical capacity through the existence of established offices and networks.
The consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy with other firms. In case of a joint venture, all the partners in the joint venture shall be jointly liable for the entire contract, if selected.
A consultant shall be selected in accordance with the Least-Cost-Based Selection (LCS) method set out in the procurement regulations.
