–Sources say FPSC did not adopt due procedure, one of appointees ‘lack required experience’
ISLAMABAD: Discrepancies have been identified in the Federal Public Service Commission’s (FPSC) selection of four deputy registrars in the National Industrial Relation Commission (NIRC), a labour judicial forum of the country, Pakistan Today has learnt.
According to sources, FPSC in 2016 had advertised four vacant slots of deputy registrars in NIRC, wherein it had mentioned second or grade C graduates with a law degree and two years post qualification experience as a legal practitioner.
With four candidates, namely Naveed Ahmed Khokhar from Sindh, Ibrar Saleem and Bilal Nadeem from Punjab and Salman Khattak from Khyber Pakhtunkhwa (KP), being hired against the positions, sources said that FPSC had not adopted the due procedure.
“After the issuance of roll number slips, the entire process was marred by doubts as neither any pre-selection list was displayed nor any list of candidates for submission of documents was uploaded on the website,” they said and added that none of the four successful candidates were named on the FPSC website for final selection.
In spite of this, they said, the premier recruiting agency recommended the four candidates to the Overseas Pakistanis Ministry and Human Resource Development Department, following which the ministry issued their appointment letters.
“Apart from this, one of the appointees, Naveed Ahmed Khokhar, was ineligible for the post as he did not have the required two-year post qualification experience as a legal practitioner.”
Khokhar, a sub-inspector/patrol officer of BS-14 is a permanent employee of the National Highways Authority (NHA) and is the head of its legal unit where he is dealing with judicial/legal matters since August 11, 2008, they said, adding, “However, he does not have any experience as a legal practitioner as he acquired his law degree during service.”
“Moreover, a sub-inspector cannot represent/plead NHA as a legal practitioner being an official of BS-14 because most of the cases of NHA are pending before high courts and the Supreme Court,” sources said further.
A senior official of NIRC, on the condition of anonymity, also confirmed that Khokhar did not have a two years’ experience as a legal practitioner and the ministry had sent the names of these candidates as the department could only hire people belonging to grades 1 to 16.
They said that after getting a job in NIRC, he was transferred from the head office due to alleged corruption related inquiries.
Deputy Registrar Naveed Khakhor, while speaking to Pakistan Today, said that he had the required experience and rules of FPSC regarding appointments were quite strict. “Nobody can dodge the premier recruitment agency,” he said.
Pakistan Today tried to contact FPSC chairman and FPSC Recruitment Director General Rameez Ahmed, but they were unavailable.
