ISLAMABAD: The President Secretariat (public) – a body where civil servants file appeals after being declared guilty by the federal ombudsmen – has asked Junaid Arshad, a suspended official of the Police Service of Pakistan (PSP) and his ex-wife to appear on November 28, 2018, in a case filed by him challenging the ombudsmen’s decision of termination against him in a harassment case.

A letter, a copy of which available with Pakistan Today, reads, “The hearing of representation of the said complaint was fixed on 14/11/2018. The hearing has been adjourned. The parties are required to appear on November 28, 2018.”

“Therefore, Syed Junaid Arshad and Syeda Ayesha Subhani are hereby requested to ensure your presence (personally and through representative) along with supporting documentary record by the office of consultant legal affairs to the president of Pakistan, cabinet block.”

Earlier, Ayesha Subhani, the ex-wife of the suspended DIG had registered an FIR with the Federal Investigation Agency’s (FIA) cybercrime wing in June 2018 and accused her former husband of blackmailing her with the assistance of a friend by uploading her objectionable pictures on social media.

The officials, following the complaint, conducted a raid to arrest Arshad, but he had already obtained a pre-arrest bail from a GB court.

After Arshad was reportedly found involved in this activity during an investigation by the FIA, the Establishment Division wrote to the chief executive of the GB, directing him to suspend the officer following the charges. Following the instructions, the DIG crime branch was suspended and an inquiry was held against him under several criminal charges.

The suspended DIG’s ex-wife had also moved the Supreme Court in August, seeking cancellation of his bail granted to him by the GB chief court. Consequently, Chief Justice of Pakistan (CJP) Mian Saqib Nasir had ordered immediate arrest of the Arshad for allegedly uploading objectionable pictures of his ex-wife on social media.

On the other hand, LHC cancelled his bail plea in December 2017 and declared him proclaimed offender with perpetual arrest warrants issued against him in Jan 2018.

The chief justice of Pakistan had also directed FIA DG, ISI, IB to arrest the accused but he could not be apprehended so far.

The federal ombudsman for harassment has also passed the dismissal order of Junaid Arshad from service, subsequently, he went into appeal in the president secretariat.

An official of Establishment Division said the incumbent director general of housing foundation is the authorised officer and an inquiry is underway against him.

One FIA official, on the condition of anonymity, told this scribe that the government has kept 0.5 million bounty on his head and law enforcement agencies are trying to nab him for the last one year.
