–Whistle-blowing against commerce secretary only reason for being denied promotion, grade-21 OSD tells Establishment Division
ISLAMABAD: A senior officer of the Pakistan Administrative Service (PAS), former District Management Group (DMG), has asked the Establishment Division secretary to grant him Leave Preparatory to Retirement (LPR) in protest after being denied a promotion to BS-22 by the high-powered board in its meeting held on Monday, Pakistan Today learnt.
Mushtaq Ahmed Sheikh, a grade-21 officer on special duty (OSD) in the Establishment Division, has written a letter to the Establishment Division secretary, requesting LPR for the remaining period of his service.
“It is earnestly believed that the only reason of denying promotion to me to BS-22 by the high-powered board in its meeting held on October 29, 2018 would be whistle-blowing against the high-handedness of Younus Dagha, secretary commerce division,” he said in his letter.
He called it “absolute injustice” to be treated “in negation of the government policy statements emphasised through print and electronic media regarding whistle-blowing and therefore feel serving under such governance system as derogatory injurious to my widely acknowledge reputation and self-respect.”
He wrote, “In view of the above, I want to proceed on LPR (under protest) for the remaining period of my service hence it is requested that notification to this effect may please by issued at the earliest possible date.”
“My date of birth is July 16, 1959 and as such will superannuate on July 15, 2019,” letter stated.
The scribe tried to contact Establishment Division secretary and Iftikhar Durrani, who were part of the high-powered board meeting, however, no response was received.
It is pertinent to mention in the high-powered board meeting, the premier had reportedly given a go-ahead to promote Sajid Yousafani, Dr Jamal Nasir, Tariq Najeeb Najmi, Dr Aamir ahmed, Capt (r) Nasim Nawaz, capt (r) Ijaz Ahmed, Ilyas Khan, AD Khawaja, Hussain Asghar, Zahid Khokhar, Javed Ghani, Naseer Ahmed Khan and Adnan Khawaja.
It is worth mentioning here that a tussle going on between commerce secretary and Mushtaq Ahmed Sheikh on the matter of financial and administrative irregularities in the Trading Corporation of Pakistan (TCP).
The secretary commerce had conducted an internal inquiry against Sheikh and it was disclosed that the former chairman failed to efficiently manage the affairs. The operational income decreased by 100 per cent from Rs 202 million in 2016 to Nil on December 31, 2017 whereas the administrative expense increased by 25 per cent from Rs 847 million in 2016 to Rs 1061 million on December 31, 2017, according to the inquiry
On the other hand, Sheikh had denied all the allegations subsequently PM had appointed Fazal Abbas Maken, incumbent cabinet secretary to conduct a fact-finding inquiry and submit the report.
Maken, while talking to Pakistan Today, said that the fact-finding report has been prepared and submit to the competent authority during the week.
Source told that the actual brawl between the two PAS officers is reinstatement of Manager TCP Mir Raza.
Mir Raza had been removed from the service for forgery by the board of directors on account of managing its appointment on fake documents on February 19, 2018. Later on, he was reinstated in to service in compliance with the order of secretary commerce division dated 24/5/2018.
Secretary commerce reportedly asked former chairman to reinstate Mir Raza but he refused to obey orders subsequently he had been posted as OSD Establishment Division on August 7, 2018.
The TCP board of directors met on August 17, 2018, wherein the reinstatement of Mir Raza was ratified and it is learnt that his forgery case has been shelved, sources added.
