Sindh rural-domiciled police officer denied promotion to BS-22

 

—AIG Ghulam Qadir Thebo has also sent a letter to Prime Minister Imran Khan seeking justice

 

KARACHI: Although favoritism and nepotism have prevailed in government institutions since the inception of the country, senior most officers of the Police Service of Pakistan (PSP) still have to face the wrath of the top bureaucracy which continues to ignore merit-based promotions of respectable officers.

Sources told Pakistan Today that an officer of PSP belonging to 13th Common Training Program (CTP), Ghulam Qadir Thebo who joined the police force in 1985 performed his duties with honesty and received due promotions from BS-17 to BS-21 on a regular basis – purely on merit. However, the case of his promotion remained unattended to since the year 2013 in alleged willful ignorance from the establishment division.

Seeking justice, the officer in question has also sent written application through the proper channels to Prime Minister Imran Khan, informing him about the atrocities of the establishment division but to no avail.

“I have successfully qualified all the requisite training programs/courses prescribed for the promotion and as such fulfill the criteria laid down for the promotion to BS-22. I therefore, have legitimate expectation to be considered for promotion to BS-22 on seniority-cum-fitness basis as per rules”, said the police officer according to a letter exclusively available with Pakistan Today.

“During the meetings of the promotion board, the following officers junior to me in seniority and service have been promoted from BS-21 to BS-22 in the first board meeting held in November 2017 in which Sardar Abdul Majeed, Arif Nawaz Khan, and Ayub Qureshi received promotions, while Mehr Khaliq Dad Lak, Bashir Ahmed Memon (DG FIA) got promotions on the second board meeting held on December 12, 2017,” added the officer in the letter.

“Moreover, Amjad Javed Saleemi (currently IG Sindh) and Muhammad Suleman Khan too got promotions in the recently held board meeting on May 2, 2018. No reason has been assigned by the promotion board for bypassing the seniority list”, the letter further stated.

“Further, no justification exists for bypassing the merit order in making the promotions list in paragraph 3 as, at present, being a senior officer of PSP, my promotion was due. I have not been informed of any reason whatsoever for not being considered for the promotion to BS-22 once again”, according to the letter.

Talking to Pakistan Today, Ghulam Qadir Thebo, who was Additional IG Traffic and now on a long leave, said he was domiciled from Sindh rural area which is why he was being meted out with injustice.

“To my best knowledge, no officer of PSP belonging to Sindh rural area has ever been promoted to BS-22 since the creation of Pakistan (1947). It may be merely a co-incidence but needs due consideration, and this impression must be removed”, Thebbo added.
