KARACHI: The Sindh High Court (SHC) on Friday issued notices to the federal cabinet secretary, establishment division secretary, the departmental selection board and others in the case of allegedly willful denial of Additional Inspector General of Police (AIGP) Ghulam Qadir Thebo’s promotion.
The court heard the petition filed by the grade-20 officer against the establishment division secretary and head of the departmental promotion board for discrimination against his promotion.
The SHC sought a reply from the Additional Attorney General and others.
Thebo’s counsel Muhammad Alam submitted that despite fulfilling the criteria of the 22-grade, his client was being blatantly neglected.
He hoped that after some days, the selection board would meet and issue directives to uphold the sanctity of merit.
The court however, observed that it would issue directives on the basis of replies to be submitted by the concerned department.
The counsel said two boards had formed before, but his client was neglected and junior officers were instead given promotions.
Thebo maintained that being a grade-21 officer, he had been performing the duties of AIGP; however, his junior officers were promoted to grade-22. He said that he fulfilled the required criteria and had the requisite qualifications and experience.
However, the promotion board ignored him in its previous meeting convened to consider the promotions of officers.
