Mustafa Kamal to record statement in China cutting case on Sept 26

KARACHI: Sindh’s anti-corruption department has summoned leader of the Pak Sarzameen Party (PSP) chief and former mayor Mustafa Kamal to record his statement in China cutting of some 82 acres of amenity land causing loss of Rs 4.15 billion on September 26, it was learnt on Wednesday.

According to sources, the anti-corruption department had investigated illegal encroachment upon approximate 49 acres of land of Treatment Plant-II Mehmoodabad Karachi.

The investigators had recommended registering FIRs against Mustafa Kamal, Ex- Karachi former deputy mayor Nasreen Jalil, ex-MD KWSB Fazal-ur-Rehman, Mushtaq Hussain Memon, KWSB former chief engineer (E&M), Javed Hanif the DCO, former Revenue EDO Sajjad Abbasi and others.

In this regard, sources said that anti-corruption department has summoned former city mayor Karachi Mustafa Kamal for record statement before the inquiry officer.

“During the course of an inquiry, it has been surfaced that an offence of illegal yet organized carving out of more than 700 residential and commercial plots from amenity land otherwise earmarked for Treatment Plant-II and Greater Karachi S-III project was done in 2009. They were to be allotted/leased in favour of genuine affectees of Lines Area Rehabilitation Project (LARP) corridor-III, which were hardly 1100. However, the illegal allotment was done in favour of a select group on the pretext of compensation against so-called dispossession due to the construction of artery passing through Saddar Via Lines Area till Safoora Goth University Road Karachi”, an official letter said.

“Above mentioned, illegal compensation through illegally allotting plots, in favour of a select group was done on the basis of fake and forged claims processed by LARP offices. Besides, China cutting was done in an organized manner, once floodgates were opened after transfer of land.

“However, what paved way for such occurrence was approval and resolution passed by the City District Government Karachi (CDGK) for transfer of KWSB amenity land measuring 49 acres to LARP, under your direct influence and intervention while being then Nazim-Cum-Chairman KWSB in 2009. Despite the fact that amenity land could not be allotted for residential and commercial use, it was not only approved for it, but an illegal quota was fixed for your good self and other office bearers in sheer violation of rules”, the letter added.

“Besides, 33 acres of KMC Land was also allotted in favour of select shifting and allotment of plots were done on March 11, 2009 (single day) thus causing loss of Rs 4.15 billion to state exchequer”, the letter concluded.
