EOBI deputy director’s edu degrees found to be fake

KARACHI: An influential deputy director at the Employees Old Age Benefits Institution (EOBI) who had been working with the institution since 1998 holds a fake Bachelors and Masters degree.

This major revelation came after the EOBI Chairman Khaqan Murtaza verified the graduation and masters degrees of Officiating Deputy Director B & C-I Karachi  Lal Khan Jatoi which were declared bogus by the University of Sindh, Jamshoro.

According to sources, EOBI chairman served a show-cause notice to Lal Khan Jatoi for having committed acts which showed inefficiency and misconduct under Regulation 30(2) of the EOBI (Employees Service) Regulations, 1980 and Rule 3(b) of the Government Servants (Efficiency & Disciplines) Rules, 1973.

“That you at the time of recruitment as Executive Officer had disclosed your educational qualification as BA and MA (Economics). A degree of BA bearing certificate No 0144224 (result declaration date 5-3-1987) and degree of MA (Economics) bearing certificate No 067650 (result declaration date 13-4-1989). On verification, the said degrees have been declared as bogus by the university of Sindh, Jamshoro via their letter No Ex Sec Verf/192 dated 12-01-2018”, read the show-cause notice.

“That you were served charge No P/P 9162.12/LKJ (Officiating DD)/2018/203  on January 24, 2018 along with statement of allegation in which you were required to submit your written defence within seven days of the receipt of this charge sheet but you did not submit your written reply. You above acts are tantamount to misconduct as mentioned in charge sheet and statement of allegation,” it added.

The show-cause notice further states: “Whereas, I Khaqan Murtaza, Chairman, EOBI (under administrative control of Ministry of Overseas Pakistanis and Human Resource Development), being competent authority after examining verification report of university of Sindh, Jamshoro reached the proportional conclusion that you are prima-facie guilty of the charge (s) of misconduct and decide that conducting of an inquiry in your case is not necessary in terms of Rule 5(III)(b) of Government Servants (Efficiency and Discipline) Rules, 1976. Now, therefore you, Lal Khan Jatoi, Officiating Deputy Director, are hereby called upon to show-cause in writing within fourteen days of the receipt of this notice as to why one or more penalties including major penalty of dismissal from service as prescribed under Regulation 30(1) of the EOBI (Employees’ Service) Regulations, 1980 read with Rule 4 of Government (Efficiency & Discipline) Rules, 1973 may not be imposed upon you.”

According to sources, Lal Khan Jatoi was appointed on a regular basis as an assistant director in the EOBI in May, 1998.

Sindh government requisitioned his services in 2007 but the EOBI gave a no-objection certificate if his services were utilised for a period of two years. He was transferred on a deputation basis on Aug 31, 2007 after completing the formalities between the lending and borrowing departments.

His services were placed at the disposal of the provincial food department with the approval of the chief minister. He then became deputy director in Hyderabad on Sept 17, 2007.

His deputation was extended further for two years on Aug 11, 2009 and a summary for his absorption in the food department was approved by the chief minister on June 23, 2009. Sindh’s chief secretary through a notification dated Jan 7, 2010 ordered the repatriation of 73 officers, including him.

Lal Khan Jatoi could not be reached for comments despite repeated attempts.
