Shaheed Zulfiqar Ali Bhutto University of Law acting VC/ex-PCO judge accused of nepotism

KARACHI: The Shaheed Zulfiqar Ali Bhutto University of Law (SZABUL) has has been turned into a ‘family theatre’ by varsity’s acting vice chancellor by openly violating the rules and procedures of the university and the Sindh government, sources told Pakistan Today.

According to sources, Shaheed Zulfiqar Ali Bhutto University of Law (SZABUL) Acting Vice Chancellor Qazi Khalid Ali, who is also a former PCO (Provisional Constitutional Order) judge, had illegally appointed his two brothers and a number of relatives in the university causing huge financial loss to the varsity.

In this regard, Sindh Additional Chief Secretary Universities and Boards Department Muhammad Hussain Syed has sent a letter, asking for an explanation from the acting vice chancellor to clarify his position on his illegal activities in the varsity.

“Whereas the honourable Supreme Court of Pakistan passed judgement in CP No 9 and 8 of 2009 dated 31.7.2009, reported in PLD 2009-SC thereby declared the appointment of judges who took oath in the wake of 2007 emergency as unconstitutional. In defiance of the above judgement of the apex court you have been writing Justice (retd) with your name with impunity,” reads the letter.

It says: “whereas this department through letter dated 17.5.2018 called for information from you by 22.5.2018 regarding appointment made in your university which is still awaited. It is evident that your two brothers were appointed in the university through Selection Board meetings which were illegally presided over by you. There are many complaints that you have appointed your close relatives, which is a matter of further investigations.”

“Whereas, while holding the charge of the post of Acting Vice Chancellor, SZABUL have visited abroad, without getting NON/ ex-Pakistan leave from the competent authority which is flagrant violation of rules. That you have got yourself appointed as Director of Dr Ishratul Ibad Research Institution of SZABUL and also getting remuneration of the said post which is a matter of further investigation as to financial propriety and integrity of such appointment”, the letter further added.

The letter further says “It may please be noted that any illegality/irregularity can not be legalised by the mere fact that Syndicate or Senate has accorded approval or assented such illegality or irregularity (as the case may be).”

“You are accordingly called upon to explain your position as to why matter not be submitted to competent authority for proceeding against you in accordance with Sub-Section (3) of Section 12 of Shaheed Zulfiqar Ali Bhutto University of Law Act, 2013, as amended by the Sindh Universities and Institutes Laws (amendment) Act-2018,” the letter concluded.
