The deputy commissioners were appointed as administrators for the authorities even though a chairman or vice chairman was required. In addition, powers were given to former EDO’s health and education even though chief executive officers were required for the posts.

According to reports, the administrators’ term ended on December 31 and they could not lead the authorities beyond that. The appointment of the administrators was under Section 30(3) of the Local Government Act 2013 for a period of 12 months.

The tenure of the administrators was not extended by the government after December 31, 2017, despite a number of reminders. Three days after the end of PML-N’s tenure, the approval has still not been received despite an ordnance suggesting an amendment being sent to the chief minister’s office.

The amendment being suggested stated that the term limits be extended for the administrators of district health and district education authorities.
