- UOP official says taking three papers on same day and within two hours is against norms, regulation
- Inquiry report calls for declaring exams ‘null, void’
LAHORE: Pakistan Tehreek-e-Insaf (PTI) Member of National Assembly (MNA) Murad Saeed continued to hold a seat in the Lower House of parliament despite his alma mater, University of Peshawar (UOP), not issuing him a degree, Pakistan Today has learnt.
Speaking to Pakistan Today, a senior member of the university management, on condition of anonymity, said, “Only one meeting has been conducted in this regard and the matter is still pending as the inquiry is incomplete.”
“I am reiterating over and over again that the matter has not reached its conclusion and Murad Saeed has not been exonerated so far,” the official added.
A UOP committee that probed the matter stated , “The make-up exam of Murad Saeed was conducted with undue haste and without adopting the prescribed procedure.”
The report also revealed that the PTI lawmaker attempted “all three papers on the same day i.e. March 2 in 2015, which makes the whole procedure dubious and controversial”.
The inquiry report also stated, “A signed and stamped transcript was provided to the controller examinations for the issuance of DMC and degree on the same day which was March 2 in 2015.”
“Murad Saeed appeared in all three papers on the same day and attempted all of them within two hours,” revealed the report.
The inquiry revealed, “Questions for the midterm and final term were printed together on the same page and the attendance sheet was unavailable.”
“The answer sheets were not signed by the teacher concerned,” the report added.
The inquiry report also declared, “the main cause of controversy is the fake DMC.”
The report recommended, “The exam must be declared null and void.”
The UOP deputy controller examinations (DCE) told Pakistan Today, “The head of a department is everything in such matters but a degree has not been issued to Murad Saeed.”
“Taking three papers on the same day and within two hours is against the norms and procedures of the university,” added the DCE.
The inquiry report said that the “papers were marked by Dr Nafeez and Zahid while the result was also announced on the same day”.
On the other hand, Lecturer Shala Nazneen said, “Neither did I take Murad’s exam nor did I declare the result.”
Nazneen added that the allegation made against her by Dr Nafeez were “baseless” and she claimed in her letter, “I did not arrange any exam for Murad Saeed exclusively and refused to supervise his internship report.”
The law department additional secretary, who was a member of the committee constituted on the orders of the chief secretary, said in his report, “As a failed student, Murad Saeed did not have the right to sit in a makeup test.”
The member also said in his report, “If he had passed all his papers then what prompted him to re-appear?”
“He was required to repeat his course in two subjects but he did not,” added the additional secretary in his report.
The additional secretary also revealed in his report, “His session was 2005-2009 and he could have successfully completed it within eight years up to 2012-2013 but he did not.”
“He was supposed to deposit the prescribed fee, which was a mandatory provision, but he did not submit it,” the additional secretary added.
On the other hand, the PTI MNA claimed in an affidavit, which he sent to the Election Commission of Pakistan (ECP), that he had “completed a BSC (hons) environmental science from UOP” but did not mention it in his educational details because he was “still waiting for the detailed transcript and degree”.
Murad Saeed’s DMC, according to the available documents, does not have a stamp from the chairperson and neither the chairperson’s sign. In addition, it does not have a countersign stamp either.
While, the other DMC has all three.
