Senate unanimously passes 12 govt, one private bill

ISLAMABAD: The Senate on Friday unanimously passed 12 government and one private bill relating to education. The bills have already been passed by the National Assembly (NA).

Senate Chairman, Sadiq Sanjrahni congratulated the house for unanimously passing the bill, adding that the bills were being passed under Article 76 of the constitution.

He said that the bills already passed by the NA would have lapsed if they were not passed by the Senate before ending the five-year term. The legislation was being enacted for the welfare of people and country’s progress, prosperity and development.

The bills were being passed by relaxing the Senate rules and regulations.

Speaking on the occasion, Opposition Leader Sherry Rehman, senators Azam Swati, Syed Shibli Faraz, Mushtaq Ahmed, Dilawar Khan, Sassui Palijo and Behramand Tungi congratulated the house for passing the bills.

The unanimously passed bills included one titled ‘Prevention of Smuggling of Migrants Bill 2018’. This bill was moved by Minister for Law and Justice, Mehmood Bashir Virk.

The upper house unanimously passed another bill titled ‘The Institute of Art and Culture Bill, 2018’. Minister for Federal Education and Professional Training Muhammad Baligh-ur-Rehman was the one to move this bill.

Another Bill titled the ‘Institute of Science and Technology, Bahawalpur Bill, 2018’ was also moved by Baligh-ur-Rehman for consideration and passage.

The fourth bill titled ‘Sir Syed- CASE (Center for Advanced Studies in Engineering) Institute of Technology, Islamabad Bill, 2018’ was also moved by Baligh-ur-Rehman.

The fifth bill was unanimously passed by the house to repeal the Establishment of the Federal Bank for Cooperatives and Regulation of Cooperative Banking Act, 1977 [The Establishment of the Federal Bank for Cooperatives and Regulation of Cooperative Banking (Repeal) Bill, 2018]. This was moved by State Minister for Finance, Revenue and Economic Affairs Rana Muhammad Afzal, on behalf of Minister for Finance, Revenue and Economic Affairs Miftah Ismael.

Furthermore, the Senate unanimously passed a sixth bill titled ‘Bill to repeal the House Building Finance Corporation Act, 1952 [The House Building Finance Corporation (Repeal) Bill, 2018), moved by State Minister for Finance, Revenue and Economic Affairs Rana Muhammad Afzal on behalf of Minister for Finance, Revenue and Economic Affairs Miftah Ismael.

A seventh bill was moved by Minister Virk on behalf of Minister Saira Tarar in order to amend the Federal Employees Benevolent Fund and Group Insurance Act, 1969 [The Federal Employees Benevolent Fund and Group Insurance (Amendment) Bill, 2018], as passed by the NA.

Yet another bill titled ‘The Islamabad Healthcare Regulation Bill, 2018’ was moved by Baligh-ur-Rehman on behalf of Saira Tarar.

The Senate also unanimously passed another bill titled ‘The Health Services Academy (Restructuring) Bill, 2018’. Again, moved by Baligh-ur-Rehman on behalf of Saira Afzal Tarar.

An important bill titled ‘Women in Distress and Detention Fund (Amendment) Bill, 2017’ was moved by Minister for Human Rights, Mumtaz Ahmed Tarar.

Another bill titled ‘The Juvenile Justice System Bill, 2018’ was passed unanimously. This bill was also moved by Tarar with the aim to provide a criminal justice system for juveniles.

The last government bill titled ‘The Islamabad Capital Territory Child Protection Bill, 2018’ was passed by the house. Tarar moved this bill to provide protection and care to children in the Islamabad Capital Territory (ICT).

In addition, the Senate unanimously passed a private bill titled ‘The Criminal Laws (Amendment) Bill, 2018’. This bill was moved by Senator Sassui Palijo to amend the Pakistan Penal Code, 1860 and the Code of Criminal Procedure, 1898.

Moreover, Minister Tarar presented the Federal Public Service Commission’s Annual Report of the year 2016.
