ISLAMABAD: The top management of Higher Education Commission (HEC) wrote to Shah Abdul Latif University (SALU) Vice Chancellor Prof Dr Parveen Shah for repatriation of HEC Member Prof Dr Ghulam Raza Bhatti for his alleged involvement in immoral matters with his female subordinates.
The senior management of HEC revolted against Dr Bhatti, who they said was a source of embarrassment for the HEC. They demanded that his deputation period should not be extended.
The letter signed by seven top HEC officials, a copy of which is available with Pakistan Today, stated, “We, the senior management of HEC, request you that Dr Bhatti’s deputation should not extended.”
“His presence in HEC has caused embarrassment to HEC as he is unable to deliver any service to the higher education sector and does not have any vision to lead HEC in policy issues. Rather, he is engaged in immoral matters with his female subordinates,” they alleged.
The letter was signed by top HEC officials, including Dr Shaheen Khan, Dr Awais Ahmed, Dr Mazhar Saeed, Farman Ullah, Fida Hussain, Tahir Zaidi and Yahyah Khan.
The officials further said that Dr Bhatti threatened the vice chancellors of universities in Sindh and added that he was using his power and contacts to get his friends hired in different universities. The applications against SALU to National Accountability Bureau (NAB) were mostly written on his directions, they added.
The said that with his presence in HEC, the senior officers of HEC were being deprived of the chance to be promoted to higher positions, therefore, he should be repatriated, as the Supreme Court (SC) had already issued directives in many cases to repatriate people on deputation.
“We know that he will influence the vice chancellor through HEC chairman, who is also completing his tenure on April 13. Dr Bhatti wants to extend his deputation in the tenure of Dr Mukhtar Ahmed who is going to retire on April 21,” they said.
They threatened to proceed against him and the university in the court of law if his deputation was extended.
Talking to Pakistan Today, a senior official, who signed the letter, said that there was great disenchantment in HEC as he used his HEC position to influence the officials.
He said that women could not openly file complaints against him, but they had secretly approached the HEC high-ups who ignored the mater.
The official said that the letter was received by the university and they would wait for a few days to see whether or not he was being repatriated and added that they would move the apex court if Bhatti was given an extension.
Despite repeated attempts, SALU VC could not be reached for her comments on the issue.
