ISLAMABAD: A large number of allottees, who have been waiting for the development of sector E-12 since a long time, have moved an application urging Chief Justice (CJ) Saqib Nisar to take suo moto notice of the Capital Development Authority’s (CDA) non-serious attitude towards the development of the said area, despite the passage of three decades, Pakistan Today has learned.
The letter, a copy of which is available with Pakistan Today, stated: “It is humbly requested to your kind self to take suo moto action and direct CDA to develop sector E-12 launched with D-12 in 1989. The Supreme Court and your good self provides the only ray of hope for 4,500 allottees.”
CDA spokesperson Malik Saleem said this issue was taken by the National Assembly Standing Committee on Government Assurance and was still pending with the same committee. “The real issue is that the authority had compensated the affectees of E-12 with land decades ago, but had not given the possession of plots to them. Now the affectees want compensation for their children and families as well, which is an impossible task for the authority,” the spokesperson said. He also said the authority was willing to resolve this issue immediately in order to give some relief to the allottees of the aforementioned sector, he added.
After holding meetings since the past three years, the parliamentary committee had still not finalised any mechanism to hold successful negotiations with the allottees of E-12 and convince them to vacate the area on the agreed terms and conditions. The committee started holding meetings in this connection following a calling attention notice moved by a member of National Assembly Sher Akbar Khan in 2014.
“Whenever CDA starts development, the locals gather and resist such moves through force. Due to this, CDA is left with no other option but to abandon the project on a temporary basis,” a CDA official said on the condition of anonymity. He suggested that the high-ups should involve the locals in the entire process, instead of merely holding meetings in closed rooms.
The CDA’s discriminatory behaviour came to the fore when the authority started developing sector D-12 because some senior bureaucrats and influential persons had bought plots there, the letter stated.
It further stated that hundreds of E-12 allottees have died without ever owning their own house in the area. “Living allottees are either senior citizens or widows,” the letter further reads.
Spread over 777.27 acres, the E-12 sector consists of six mauzas, including Dharek Mohri, Bhakar Mohri, Bhakkar Fateh Baksh, Bara Darri, Sari Saral and Golra Sharif. The CDA sold 4,099 plots in 1989, which were yet to be developed for residential purposes.
Since D-12 and E-12 were launched at the same time in 1989 however D-12 is developed long ago whereas poor allottees of E-12 are still hoping that one day E-12 will be developed and shelterless allottees will get own shelter to live in but no one knows when this dream will come true…..

CDA has miserably failed to secure possession Sector E/12 land which was acquired in 1985. E-12 twin Sector D-12 and subsequently launched sectors I-14, I-16, G-13 and G-14/4 have since been developed. Total numbers of plot allottees in E-12 Sector are 4,430 of which most have passed away without fulfilling their dream to have own houses in E-12. The allottees spent their hard earned money on plots and they had to spend further millions of rupees on rent of hired house in the last 30 years.
Keeping in view past 30 year experience there seems no hope that CDA will ever develop E-12 Sector. I therefore humbly request to the Chief Justice of Pakistan to kindly look into the matter on humanitarian grounds and direct CDA to secure possession of acquired land in sector E-12 and complete simultaneous development at the earliest possible. You are the only hope for our dreams of own homes may come true even after more than 30 years.
We have been pleading to CDA for last 32 years to develop E12 sector, but there is no movement on this front. CDA has committed contempt of court earlier for its SUO MOTO # 1/2011 which still stand unaddressed to this day by CDA.
WE overseas Pakistanis are only frustrated by the statement of affairs at CDA and request to develop E12 so that we can realize our dreams.
Thanks Sabri sahib for raising this issue. CDA itself full of incompetent and corrupt elements who doesnt want this issue to be resolved. There is a lack of will to resolve this issue, if 32 years are not enough then 320 years would be less too. We demand CJ to take notice asap and We should file a compsentation for this negligance too.
I believe CDA is deliberately involved in corruption to pave the way for private societies. If this is the case CDA needs to be restricted to services only.

Its been years, and i stopped counting now. I belive, oh sorry i dream a house in E-12. But the reality is, CDA is really a corruption development authority. Spending billions but doing nothing for people who hoped years and years ago and time is passing but when you ask CDA when i get my plot. They are blank.
I strongly request CJ to take action and help people of E12 for justice. People donot want law in their hands but CDA is pushing hard to do so and there will be time when there is no other option.
The sufferings of E-12 allottees need to be addressed and for this CJP is requested to take notice of the suffering and seek reasons from CDA for not taking any action on the development of sector -12. When the wait will be over. Only law should take it course to push CDA to develop E-12 sector.
Corrupt CDA management can resolve E-12 issues in a day if they desire to do so. Unfortunately political appointments in CDA higher positions is the root cause. CDA staff is so busy in serving their political parties that they have no time for the ordinary Citizens if PAKISTAN who saved each and every penny to purchase a plot in E-12. Especially overseas Pakistanis who serve their nation by working abroad and sending foreign exchange. I request Honorable CJ to intervene and provide relief to all of us.

Sir we request you to instruct CDA not to deprive people of basic rights as promised thirty years ago!
Financial losses and mental torture has been granted to allotees by CDA instead of basic right of shelter!!!
Its heartless and shameful to see that Govt employees who were given these plots at the time of their retirement to make houses for themselves and their kids and left with this mess. Majority of them are died with files in their hands or rest are now 90 plus years as its 30 years since plots were allotted to them. Sheer irony and injustice with our respected educated elders. I hope Chief Justice takes notice of this utmost injustice.
One third allottees have expired now how time is required to develope E 12. It is cheating with people of Pakistan by the concerned authorities like other cheaters present in Pakistan. Kindly take action against them.
Poor allotees and common man of Pakistan who r u to dream ?who r u to secure your and your kids future ? we were ghulam and still are ghulam, I don’t see any reason for you all poor people that goverment should do anything for you guys as you r not beneficial to them in any means. Now that u made a mistake 30 years before I guess ur time for omar -kaid is completed and now it’s time for you guys for saza i maut. Who told you to dream for your future. Being a common man with no affiliation with political party or individual who gave u right to dream. Our lives and dreams are relied on Allah in this world and hereafter but these corrupt organization have made the allotees E/12 life miserable for their own intrest. CDA people and political people can ruin anyone’s life’s, anyone dreams and anyone future with their own consent. So, poor general common man of Pakistan what you want from corrupt organization and corrupt leaders of Pakistan as u are completely useless for them except for the time of voting in general elections. Only hope is Allah and human is CJP who have given hopes to millions of people of Islamic Republic of Pakistan for there dreams coming true and providing Justice for unjustice people. We as afectees and common man fighting for our rights against political corrupt mafia looks upon Allah SWT first and CJP in this world to fulfill our dreams our kids and families dreams. We can also dream of living in our own house, we also want to give our families and kids better and respectable life , we being common man wants to secure ourself and our families. We can also dream being common man. Why shall our dreams, our future and our kids future rely on our corrupt organizations and corrupt leaders of our beloved country. They will never ever think of us and common man issues. Therefore we only pray from Allah SWT and request CJP to resolve the long ongoing issue of development of E-12 sector which is pending for last 29 years. We pray and May Allah deliver through CJP and earn tonnes of duas and loyalty with Pakistan from thousands of people and there families. This article is written by common man of pakistan who dreamt 30 years ago for his own house and secure future.
Nobody is there to held accountable these CDA goons.. probably this sector is mostly allotted to middle class people to whom nobody care.
Above that these political affiliation making thins worse.
Well its not matter of notice i demand quick justice for E-12 victimss !!! Shame on all culprits who are not giving legal land to Us !!!? Justice delayed is Justice Denieeed !!!!
We were allotted a plot in E 12 in 1989 and its 2018 and still CAAD minster says it will take some time. CJP of SC shd take suo moto that our prime right has not be provided to us. We paid the money but development took 32 years and still its pending.
Lets take CDA to NAB and ask for not only early development of e-12 but also compensation for the delay causing loss and misery.
