ISLAMABAD: In what seems to be a daunting task, Board of Intermediate and Secondary Education, Rawalpindi controller examinations has directed all resident inspectors of examination centres in Rawalpindi division to ensure installation of CCTV cameras at the main entrance of the examination centres to avoid leakage of questions papers.
The controller examinations issued strict directives to arrange sound security measures to avoid leakage of questions papers through mobiles etc.
According to a letter available with Pakistan Today, it was directed that the centre superintendent should be bound to show the condition of both sides of the sealed envelope in the bank CCTV camera.
The letter also said that the installation of CCTV camera at the main entrance of the examination centres must be ensured by resident inspector concerned. It added that the recording should stay safe for 15 days.
The centre superintendent and deputy superintendent are bound to show the position of both sides of the envelope in CCTV camera of the main entrance of the centre before the opening of packets of question papers, read the letter.
Besides that, it was directed that the candidate should be bound to enter the examination centre 15 to 30 minutes before starting of the paper. “If any candidate reached within 15 minutes after the start of the paper, the centre superintendent informs the board administration accordingly,” the notification adds.
There is a strict ban on the use of mobile phones at the examination centre and it will be the sole responsibility of the resident inspector. The letter reads that the centre superintendent is bound to get signature from one of the candidates before the opening packet of question papers.
In case of recovery of mobile phones from the supervisory staff during examination hours, disciplinary action will be initiated against the defaulters immediately. Mobile phone jammers of limited range and lesser price may also be used at the examination centre, it added.
An official said that all steps were already in practice in the past except the installation of CCTV camera. He added that the decision of installation of CCTV cameras was taken following the paper leakage cases surfacing in Sindh.
The official, however, said that it was a good decision, but it is a daunting task to install the cameras in all examination centres because it needs more funds and the time is also very short as the exams would start from March.
