ISLAMABAD: The National Commission on Human Rights (NHCR) revealed that no action was ever taken on an earlier report on Kasur child abuse that was submitted by the commission to the relevant authorities, reported a local English daily.
“The present incident is an example of the ineptitude of the authorities which have failed to address the issue in an appropriate manner to curb its future recurrence,” said the NCHR’s report on Kasur child abuse incident.
“Efforts to tackle child abuse are still short, and setting up of a preventive mechanism for child protection on the district level is still inept and unclear,” the report further stated.
This report was prepared after the NCHR chief Justice (r) Ali Nawaz Chowhan and his team had visited Kasur in October 2017 to probe into the widespread incidents of child abduction and rape in the district, in the wake of the horrific child pornography scandal that emerged in 2015.
Solid recommendations to deal with these grave incidents were given to the district administration by the committee after this trip; however, no concrete steps were taken by the authorities.
The report contains facts and observations related to the child abuse instances in Kasur. In all of these cases, children were raped and then killed subsequently. A pattern was also observed in these killings as all of them took place in under-construction houses, between 1600 and 2100 hours. It is quite likely that these crimes were committed by the same individual, according to the report.
The committee concluded that both the crime prevention mechanism and social protection mechanism failed in taking solid steps to curb child abuse in the district.
