Sexual predators on the loose as Punjab govt, police look on

KASUR: With the rise in the number of child abduction, rape and murder cases across Punjab, the province has been turned into a hell especially for the children. The police on the other hand, have failed to put an end to the recurring incidents.

While the recent incident of a minor’s rape and murder in the Kasur district has sparked distress across the city, it has also exposed the false claims of “good governance” made by the Punjab government.

The Pakistan Muslim League-Nawaz (PML-N) led Punjab government is about to complete its second consecutive tenure in the province, but during both the tenures has badly failed to provide the citizens with their fundamental rights.

The provincial government remaining focused on development projects has turned its eyes away from the provision of basic rights to the people of Punjab while depriving them of necessities including security, healthcare and educational facilities. The government’s negligence has also left the province’s children vulnerable to serious security risks.

Looking at the number of incidents of minors’ rape and murder in the country, the province of Punjab has remained at the top where at least 150 cases of rape, sodomy and murder of minor girls as well as boys had been reported during the year 2017.

According to the data gathered by Sahil, a non-profit organisation, in 2017 at least 22 incidents of minor girls being murdered after rape were reported in Kasur and Sheikhupura districts of Punjab alone.

Sheikhupura regional police officer Sahibzada Shahzad Sultan, last year admitted before the senate committee on human rights invited to review the situation of the rising number of rape and murder cases of minors, that such incidents were at a rise in the Sheikhupura and Kasur districts.

According to sources, although Kasur has always been considered one of the most notorious districts due to its high crime rate, during the appointment of former district police officer (DPO) Kasur Ali Nasir Naqvi, the incidents related to child abduction, rape and murder have reached a new high.

The sources further claimed that it was Naqvi’s tenure when Kasur’s notorious child abuse case was reported. “If it wouldn’t have been highlighted by the media, the case might have been closed forever,” said the sources.

The sources added that among eleven incidents of rape and murder of minor girls, nine occurred during Naqvi’s tenure, while the other two were registered during the short tenure of DPO Ismail Kharak.

“Among the eleven incidents, the medical samples of only six were sent for forensic tests in which it was proven that all the six minors were targeted and killed in a similar style. It was also confirmed that these girls were raped by only one person,” said the sources while adding that the police’s claim of killing the suspects involved in the rape and murder cases of the minors in an encounter back in July 2017 was fake.

Several protests were held in Kasur following every such incident in 2017. Despite the protests and the officials’ assurances of bringing the culprits to justice, the police have failed to arrest the key person.

The opposition leader in the Punjab Assembly Mian Mehmood-ur-Rashid while speaking to Pakistan Today said that the rising number of such incidents have exposed the government’s negligence.

“How would the police that has been commissioned to serve and protect the political motives of the politicians, would ever deliver for the public?” asked Rashid.

He said that the concerned police officers should also be investigated for their negligence, and also demanded an immediate arrest of the culprits behind such incidents.

The former and present DPOs Kasur were tried to be contacted by the correspondent, but both were not available for comment. District chairman of Kasur Rana Sikandar Hayat was also contacted but he too was not available.
