Officials directed to observe SOPs regarding open public courts

PESHAWAR: The authority concerned has notified officials to follow standard operating procedures (SOPs) regarding district-wise open courts, aiming to enhance public confidence in the state machinery.

All provincial administrative secretaries, all divisional commissioners and all deputy commissioners in Khyber Pakhtunkhwa (KP) have been directed to observe the SOPs in its letter and spirit in the best public interest.

The holding of open courts would demonstrate that services are provided at the door steps of the public.

The deputy commissioners along with heads of all line departments have been directed to participate in person during sessions of the open courts.

All the officers concerned have been asked to focus on important issues like shortage/non-availability of medicines in hospitals, staff shortage (doctors/technicians), private hospitals fees in health sector, non-availability of teachers, books, missing basic facilities, absenteeism, corporal punishment in education sector, non-lodging of FIR, ill-treatment, misuse of power and ‘chadar’ and ‘chardiwari’ violation in police sector.

In the SOPs, all deputy commissioners have been asked to hold at least two open court sessions per month and at least two online sessions.

The deputy commissioners have been asked to ensure proper recording of all proceedings of the open courts and assign tasks to the departments/officers concerned in accordance with the time line.

The officials concerned have further been directed to submit progress of each open court session to the divisional commissioner concerned, as well as on Performance Management and Reforms Unit (PMRU). All the commissioners have been directed to hold regular monthly progress review meetings of the respective districts and submit Monthly Divisional Report to PMRU.
