FGTA presents 11-point charter of demands before premier

ISLAMABAD: The Federal Government Teachers’ Association Islamabad (FGTA) has presented 11-point teachers’ welfare charter of demands before Prime Minister Shahid Khaqan Abbasi so as to bring improvement in education in the metropolitan.

The FGTA, which is an elected body of federal government, presented the charter of demands for teachers and educational Institutions running under the ambit of Federal Directorate of Education (FDE).

FGTA President Malik Ameer Khan, in his letter to the prime minister, said that the prime minister of Pakistan launched a laudable Education Reform Program (PMERP) for the first time in the history of Islamabad, for the uplift of educational institutions running under the ambit of the FDE.

However, he wrote that no such programme can produce excellent results until problems and issues of teachers are not resolved.

He said that teachers who have to impart knowledge can do much better if certain measures are taken for their betterment and to ease their mental stress; hence it should be addressed through upcoming budget.

He demanded that revision of 4-tier promotion formula which is pending since 2011. Besides, he demanded that Secretariat Allowance may be converted into Capital Allowance. After conversion, like other departments, initiation of 20% Capital Allowance for the teacher working under FDE Islamabad was demanded as well.

Restoration of higher qualification increments for the teachers’ community and introduction of Education Allowance (on the analogy of health allowance) were demanded.

Moreover, the FGTA demanded up-gradation of elementary school teachers from BS-16, on the analogy of setup of Model Colleges and enhancement in M. Phil/ Ph.D. allowance on the pattern of government of Punjab.

Payment of hiring/ceiling rent along with monthly salary and introduction of new Time Scale Promotion Structure for teachers that guarantees promotion to next grade every five years were demanded as well.

They also sought up-grade of sacked employees w.e.f. 01-01-2011 and introduction of Hardship Allowance for the teachers posted in educational institutions located in Islamabad Capital Territory (ICT) but difficult to access, besides seeking permission for medical facility in Capital Development Authority (CDA) and Al-Shifa Hospital.
