Establishment Division promotes 52 bureaucrats, defers two

Prime Minister Shahid Khakan Abbasi, on the recommendations of Central Selection Board (CSB) 2017, approved the promotion of 52 bureaucrats while deferred the promotion of two officers, one of Pakistan Administrative Service (PAS) and other one belongs to Police Service, it has been learnt.

In June, CSB held and in the aftermath in August, it submitted its recommendations for the promotion of 54 officers belonging to PSP, PAS, and Secretariat Group to the prime minister.

Interestingly, 52 of them were approved due to which bureaucracy is satisfied and most likely no one would challenge the promotions in courts like always. Shafqat Ranjha of PAS and Illyas of PSP were deferred for promotion due to some stern reasons, only known to PM Office. Moreover, Establishment Division is likely to notify the promotions of hundreds of bureaucrats belonging to different civil servant groups other than the aforementioned in coming days.

It is to be noted that in previous years, the PM used to approve only 50-60 per cent of recommended promotion cases of CSB amidst political pressure, influence. As a result, bureaucrats used to knock the door of courts, but not this time.

In compliance with the judgment of Supreme Court of Pakistan and on the recommendation of Central Selection Board 2017, the Establishment Division on Monday late evening had issued several notifications in which 21 officers of Pakistan Administrative Service (PAS), 15 officers of Police Service of Pakistan (PSP), 16 officers of Secretariat Group were promoted to next scales.

According to the available notifications, 21 officers of Pakistan Administrative Service (PAS) who were promoted from BS-20 to BS-21 included Muhammad Rashid, presently posted under Government of Balochistan, Syed Haider Ali, presently posted as Director General Federal Public Service Commission (FPSC), Malik Tahir Sarfaraz Awan, presently posted as Additional Secretary Kashmir Affairs and Gilgit Baltistan Division, Shabbir Ahmad, given under disposal of Government of Sindh, Sheikh Zia ul Haq, also transferred as Executive Director (ED) FPSC, Muhammad Hashim Tareen, also given at the disposal of Government of Balochistan, Shamsudin Soomro, given at the disposal of Government of Sindh, and Iqbal Hussain, presently posted under the Government of Sindh.

BS-21 officers of PAS, who were holding acting charges and have been promoted to BS-21 on regular basis included Rizwan Malik, presently posted as Additional Secretary, Interior Division, Tashfeen Khan, Additional Secretary, Communication Division, Imran Ahmed, Additional Secretary, Federal Education and Professional Training Division, Mushtaq Ahmad Sheikh, Chairman, Trading Corporation of Pakistan, and Naveed Kamran Baloch, Chairman, State Life Insurance Corporation of Pakistan.

Besides this, Amer Ali Ahmad, a BS-19 officer of PAS, presently posted as Joint Secretary, Inter Provincial Coordination Division, under Section 10 of the Civil Servants Act, 1973, has been promoted to BS-21 on regular basis.

Sarah Aslam, Amna Imam, Iftikhar Ali Sahoo and Bilal Ahmad Butt, BS-19 officers of PAS, presently working under Government of Punjab have been promoted to BS-20. Abdul Wahab Soomro, Zahid Ali Abbasi and Manzoor Ali Shaikh, BS-19 officers of PAS, presently working under Government of Sindh have been promoted to BS-20.

The Establishment Division on Monday had issued several notifications in which 15 officers of Police Service of Pakistan (PSP) are promoted included Ahmad Arsalan Malik, a BS-20 (acting charge), Shariq Kamal Sidiqui, a BS-19 officer, of Police Service of Pakistan (PSP), both serving under Government of Punjab have been promoted to BS-20, on regular basis, with immediate effect.

Dar Ali Khan Khatak, Muhammad Ali Khan, BS 20 (acting charge) officers of PSP, and Mubarak Ahmed Zeba, Muhammad Waqar Abbasi, BS-19 officers of PSP, presently serving under Government of Khyber Pakhtunkhwa, have been promoted to BS-20.

Ishfaq Ahmed, a BS 20 (acting charge), an officer of PSP, presently serving in National Police Bureau (NBP), under Interior Division, has been promoted to BS-20, on regular basis. Saqib Ismael Memon, a BS-19 officer of PSP, presently working under Government of Sindh, has been promoted to BS-20.

Dr Muhammad Akhtar Abbas, Lt (r) Waseem Ahmad Khan, Muhammad Idrees Ahmed, BS-19 officers of PSP, presently working under Government of Punjab, have been promoted to BS-20. Nisar Ahmad Khan, and Sharjil Karim Kharal, BS-19 officers of PSP, presently working under Government of Balochistan have been promoted to BS-20.

PSP officers of BS-20 including Muhammad Naeem Khan, presently serving under Government of Khyber Pakhtunkhwa and Zafar Iqbal Capt (retd), presently serving in National Police Bureau (NBP), also transferred and posted as Additional Secretary, National Security Division, have been promoted to BS-21.

Sixteen officers of Secretariat Group who got promotions to BS-20, five of them were promoted in compliance with the Judgment of Supreme Court of Pakistan, on the recommendation of Central Selection Board 2017, and in partial notification of the Establishment Division included Nadeem Ahmad Malik, Joint Secretary, CADD, Saad Fazil Abbasi, presently posted as Joint Secretary, Finance Division, Shahid Ahmad Sandhu, presently posted as Joint Secretary, Parliament Affairs Division, Muhammad Shahid Hussain, transferred as Joint Secretary, Science and Technology, Ghulam Farooq, Deputy Secretary, Finance Division, BS-19 officers of Secretariat Group have been promoted to BS-20 in their respective group with the effect from June 1, 2015. Owais Nauman Kundi, Senior Joint Secretary, Aviation Division, a BS-20 officer of Secretariat Group, has been promoted to BS-21 with effect from May 29, 2015.

Besides this, BS-20 officers of Secretariat Group promoted to BS-21 included Rashid Manzoor, also transferred as Senior Joint Secretary, Information Technology and Telecom Division, Hussain Mirza Mughal, posted as Senior Joint Secretary, Finance Division, Abdul Aleem Memon, also transferred as Senior Joint Secretary, Planning Development and Reform Division and Zahoor Ahmad, posted as Senior Joint Secretary, Finance Division.

However, remaining six BS-19 officers of Secretariat Group, who got promotions to BS-20, included, Arshad Ali Chaudhary, also transferred and posted as Joint Secretary, Planning and Development Division, Muhammad Ijaz Ghani, Director, Secretariat Training Institute (STI), under Establishment Division, Usman Sarosh Alvi, also transferred as Joint Secretary, Commerce Division, Khail Zad Gul, Joint Secretary, Inter-Provincial Coordination Division, Raja Zahid Parvez, Director, AHKNCRD and Muhammad Tariq Moj, Joint Secretary, CADD.
