Establishment division’s new promotion policy works for the ‘blue-eyed’

The Central Selection Board (CSB) has withheld most of the distressed officers’ promotions which were deferred earlier after assessment with the new objective assessment form.

These officers were deferred by the CSB earlier, after that, SC ordered establishment division to form a new policy for promotion. Reportedly, the new policy works only for ‘blue-eyed’ bureaucrats.

According to information available with Pakistan Today, it is unveiled that the powerful and blue eyed fraternity of bureaucracy has again succeeded to maintain their promotions to grade 21 and 20.

Most of those officers, who were not promoted earlier, have failed to get promotion with the revised promotion policy.

The Supreme Court had directed the government to revise the promotion criteria and reconsider the promotions of officers whose names were deferred by the Central Selection Board (CSB).

The Central selection board (CSB) in its five days marathon meeting has ratified the promotion of Principle Secretary to Prime Minister Fawad Hassan Fawad, Sindh Inspector General of Police A.D. Khwaja, Acting Secretary Petroleum Sikandar Jalal Sultan, Shoaib Mir Memon, Civil Service Academy Director General Maroof Afzal, Punjab Communication and Works Secretary Mohammad Mushtaq Ahmed, Aamir Ashraf Khwaja, Bashir Ahmed, Mohammad Salman, Husain Asghar, Dr Mujeebur Rehman Khan and many others.

Subsequently, Fawad Hasan Fawad, Sheraz Latif, Shafqat Jalil, Rehmat Ullah Wazir, Khawaja Tenveer, wajid Zia, Dr Shukaat Ali, and various others will now be considered in High Power Selection Board meeting for 22nd Grade which is going to be held on 8 July under the chair of Prime Minister Nawaz Sharif.

One officer while talking to this scribe said that the promotion recommendation body has maintained its earlier decision of May 2015 and December 2016.

CSB while promoting few officers -who were deferred or not promoted in 2015 and 2016 – again withheld most of the officers’ promotion, the senior officer added.

It is worth mentioning here that establishment division had revised the objective assessment form in pursuance of Supreme Court Judgment in which three categories (A, B, C) were established.

Furthermore, it has set eight new parameters to ascertain the officer promotion with 15 marks, the parameters are quality of work, relevance of experience, professional expertise, personality profile, conduct discipline and behavior, functional ability and leadership, estimated potential of middle and higher management, and integrity.

Another senior officer while talking to Pakistan Today said that this assessment form is against the decision of Supreme Court, the apex court had directed the government to reevaluate the officer promotion on the basis of ACRs and seniority while establishment division prepared this objective assessment form without asking the officer’s capability or competency by his head of department.

The CSB should call the officer in personal capacity so chairman and members of the board may be able to directly asses his capability or competency.

Some competent officers are not in the good books of department’s head and this reason becomes the big hurdle of his promotion, it was noted.
