PM’s principal secretary, 6 other bureaucrats likely to get promotions

 

The High Power Promotion Board (HPPB) which will hold its meeting this week is likely to give promotion to Principal Secretary to Prime Minister Fawad Hasan Fawad and other six bureaucrats to Grade 22, Pakistan Today has learnt.

Sources said that Fawad manipulated and delayed the CSB meeting to June, so he may be considered for the promotion in Grade 22, as he was last promoted in May 2015 and there should be service of two years in Grade 21 in order to get considered for next promotion. Prior to this, the prime minister has summoned the HPPB meeting in coming week and for that all the homework has been done.

It is noted that Establishment Division in 2014 had issued an SRO according to which, 65 per cent quota of promotion was given to DMG/PAS group and remaining 35 per cent was set for OMG and rest 10 groups of civil servants. Then, officers belonging to other groups, knocked the door of IHC and the matter is still subjudice.

Sources added that in the rift between the PAS and OMG, officers belonging to other groups have suffered a lot. In the coming CSB, scheduled to be held on June 19-23 under the chairmanship of FPSC Chairman Naveed Akram Cheema on the directions of Supreme Court, only old promotions will be discussed however, no case of fresh promotion would be considered, due to which promotions of many officers have gone to the dogs.

Against every vacant post, three names have been proposed. The highest promotion forum will see the cases of Principle Secretary to Prime Minister Fawad Hasan Fawad, Inland Revenue officers Khawaja Tenveer Ahmad, Rehmatullah Wazir, Information Group officer Sheraz Latif, Additional Secretary Water and Power Dr Aamir, Additional Secretary in charge Interior Dr Tariq, and Additional Secretary in charge Petroleum and Natural Resources Raja Sultan Sikandar.

Currently, seven key ministries or divisions including national security, communication, interior, petroleum and natural resources are being run without permanent heads and the government has given the charge of these ministries to grade 21 officers.

Similarly, the office of interior secretary is also vacant and Tariq Mehmood Khan is looking after the matters of the division as Additional Secretary Interior Division.

The affairs of the Petroleum and Natural Resources Division are also being run without a regular head and the government has appointed a grade 21 officer Raja Sultan Sikandar as Additional Secretary In charge.

The post of Secretary Privatization Division/Commission is also vacant after the transfer of Sardar Ahmed Nawaz Sukhera to Information, Broadcasting and National Heritage while the additional charge of the division has been assigned to grade 22 officers Shahid Mehmood.

According to the sources it is expected that above mentioned officers will get promotion because they have completed their two years period of service in grade 21 and they don’t have any pending departmental inquiry so these officers will fill the vacant positions.

Documents available with Pakistan Today stated that the Establishment Division has called on the five days CSB marathon on June 19, 2017 on the direction of Supreme Court. Sources in establishment Division said that the meeting will deliberate the cases of those officers who were not promoted in May 2015 and 2016.
