As a very concerned Pakistani, I am writing this complaint on behalf of the Government Teachers of the District Thatta against the Police officials of the District Thatta working directly under the supervision of SSP Thatta.
I have been asked by the Government Teachers of the District Thatta to file a Public Interest Constitutional Petition under Article 199 of the Constitution of Pakistan 1973 in my capacity as an Advocate of The High Court, against the SSP Thatta and concerned SHOs of Thatta District for their uninterrupted participation in the sale, transportation and manufacturing of the deadly Drug “Gutka” in Thatta District.
That despite the well-defined ban on the preparation, manufacture and sale of “Gutka” by the Sindh Government as well as by The Sindh High Court, the sale of “Gutka” in Thatta District is at its peak because of its easy availability and manufacturing.
That, the Food Ordinance 1960 and the Pure Food Rules of 1965 restricts the manufacturing, sale and purchase of substances injurious to human health. This Deadly Drug is responsible for 75 per cent of the cancer patients and the chief cause of oral submucosal fibrosis in teenaged consumers in the Thatta district. The consumption of “Gutka” is relatively high in school going children. The ingredients, including colorants and other impurities, acted as carcinogens and it had been proved and documented as well that the fungus could cause a liver cancer. There are numerous cabins that are openly selling this deadly Drug in the Thatta District. Moreover According to an official survey 82 per cent children were infected with dental diseases in Thatta because of the open sale of betel nuts, Gutka, Pan, Biri, mainpuri etc
That the Police officer up to the rank of assistant sub-inspector of police stations concerned have been authorised to register complaints under Section 188 of the Pakistan Penal Code for the violation of the ban against the violators. However Surprisingly the Thatta Police have created many check posts from Dhabejee to Makli, aimed at making huge money from the transportation of the ban raw materials entering into Thatta District from Karachi, that are mostly of inferior quality and contained highly toxic chemicals such as “smuggled Betal Nuts, Kata, Pan Patti, Tabacco, Zahoor Raja Jani, Chuna, vehicles Battery water etc.”
That despite a clear ban in the Import police Order 2016 on the aforementioned harmful ingredients of “Ghutka”, the manufacturers of “Ghutka” are effortlessly smuggling individual ingredients by using several transportations methods and bringing them in the District Thatta with the help of Police Officials.
According to the credible sources, the Thatta Police officials are illegally getting more than 5 Million Rupees per month by the sellers, smugglers and manufacturers of “Ghutka”, which is also evident from the lifestyles of the concerned SSP and different SHOs of District Thatta.
